America's New War: War on Terrorism is Centerpiece of U.S. Foreign Policy

LEON HARRIS, CNN ANCHOR: It is the art of a deal. Over the past 17 days, the Bush administration has reached out around the globe asking world leaders to join the U.S. in the war against terrorism. Now the support is there, but some countries have asked the U.S. to meet some conditions before they tender that support.

CNN's State Department correspondent Andrea Koppel now.

KOPPEL: Still, the new focus raises questions: Will the administration abandon core U.S. beliefs such as promoting democracy and human rights?

TOM MALINOWSKI, HUMAN RIGHTS WATCH: That there are going to be a lot of opportunistic dictators around the world looking to take advantage of this tragedy, hoping that the United States is now going to condone actions they commit in the name of the struggle against terrorism that the United States would have condemned just a few weeks ago.

KOPPEL (on camera): But now that the U.S. is putting all of its energy into keeping an international coalition together, that could mean the administration may need to reverse its decision to reject international treaties like the Kyoto global warming, the germ warfare, even the Anti-Ballistic Missile Treaty. Remember just two weeks ago, the priority of this administration was building a national missile defense. Today, it's hardly mentioned.
