CAROL COSTELLO, CNN ANCHOR: Imagine you're pulled over by the cops, you don't have proof of insurance and they take your car. It is the "Talk of CNN" this morning. This time we plug into local radio stations across the country for their big stories. It's Friday, and we'd like to welcome our new friends from KDMX in Dallas. The show is called "Jeff and Anna in the Morning."
Jeff and Anna are on the horn right now -- good morning.

JEFF: Hey, how are you?

ANNA: Hey.

COSTELLO: So this new law sounds very extreme.

JEFF: Well, yes. I mean imagine being pulled over, they find out that you don't have insurance and the next thing you know you're calling your friend for a ride home because they've taken your car.

COSTELLO: Why are they doing this, is it because people drive without insurance a lot in the Dallas area?

ANNA: Actually, all over, not just in Texas. Louisiana, I think they were the forefront of this.

JEFF: Yes, it's...

ANNA: They were doing actually like road stops and pulling people over to check for insurance. And if you didn't, they'd impound your car.

COSTELLO: So you actually have an -- have to have an insurance card with you, because I know you do in Atlanta but not necessarily in other places?

JEFF: No, but the thing that I think is bad about this is that even if they have 1,000 percent success across the country, do you think, Carol, that you're going to get a call from your insurance company that says, by the way, we've been so successful we're lowering your rates?

COSTELLO: No, I don't think that will ever happen, frankly.

JEFF: No, I don't either.

COSTELLO: So do they impound your car for any other traffic infraction? JEFF: Well, bad clothing.

(LAUGHTER)

JEFF: I mean if you're dressed poorly and in the car that would be one reason. No, I think this is just something that they were looking at. This is something they're doing in Louisiana, and it's something that Tony Sanchez and Governor Rick Perry are feuding about here locally. And this has been -- it's a real hot button, so we'll see how this whole thing shakes out.

COSTELLO: Got you, very interesting. OK, I guess we have to talk about Kelly Clarkson. Her new...

ANNA: Yeah!

COSTELLO: Oh yeah, yeah. Her new single is on the radio, is it climbing the charts?

JEFF: You know...

ANNA: It was just released on Tuesday. I know that here locally of course people were rushing to the store to buy it. I find myself not being able to get that song out of my head "A Moment Like This." I keep singing the chorus over and over and over again.

COSTELLO: Oh come on, sing it for us.

JEFF: A moment like this.

ANNA: A moment like this.

(LAUGHTER)

ANNA: Some people...

JEFF: Hey, wait a minute,...

ANNA: ... take a lifetime.

JEFF: ... nobody said there was singing on this CNN gig.

COSTELLO: You know, frankly, I have not heard the song so it must be playing -- played on radio stations that I just don't listen to. But she just...

JEFF: I'm sure Bert (ph) will be thrilled to hear that.

COSTELLO: I'm sorry.

(LAUGHTER)

COSTELLO: So she just -- she just releases a single but not an entire CD, do I have that right?

JEFF: Yes, well the CD was pushed back. The original release date was...

ANNA: November 26. They've pushed it back to early 2003 because she's so busy with -- they've got the Las Vegas special Monday night and then they've got the "American Idol" concert tour. But the CD actually contains two songs, "Before Your Love" and "A Moment Like This."

COSTELLO: Oh. Do you really think that she'll have staying power?

JEFF: You know -- well, you know, we always refer back to remember Sam Harris from "Star Search?"

COSTELLO: Oh yes, who could forget?

JEFF: Exactly. Well a lot of people have.

ANNA: Well everybody has.

JEFF: But I -- you know I hope she does because she's really the real -- I mean she's a genuine human being. She's very, very talented, obviously. She's the real deal. I mean she's a sweet hometown girl right here from Burleson, Texas, and you know, we love her for that.

COSTELLO: Well, you know we had video of some people from your neck of the woods watching her on television, and I mean they were in some kind of auditorium and the stands were packed.

ANNA: It was Burleson High School.

COSTELLO: That's amazing!

JEFF: We had a -- well just to give you -- we're how many miles from Burleson, Anna? Gosh, I don't know,...

ANNA: Gosh.

JEFF: ... 50, 45 miles or so. Anyway, we had a watching party for the last night. We had over 500 people show up at a -- at the Studio Movie Grill in Plano, Texas, which is quite a way. People -- it doesn't matter, they're just crazy for this girl here.

COSTELLO: That's just insane.
