KYRA PHILLIPS, CNN ANCHOR: Both President Bush and Prime Minister Blair today called for action by the United Nations.
Let's go to the UN to CNN's Richard Roth for reaction from there -- Richard.

RICHARD ROTH, CNN SENIOR UN CORRESPONDENT: Yes, Kyra, the United Nations Security Council still poised for a resolution that the United States will be circulating.

Amr Moussa, the secretary-general of the Arab League, told me a short time ago he expects that resolution, or at least the concepts in it, to be discussed with members of the Security Council tomorrow.

Mr. Moussa met a short time ago with the United Nations secretary-general, Kofi Annan, and it was Moussa who helped broker Iraq's turnaround on the weapons inspectors. And he told me in this interview that he is understanding of what Mr. Tony Blair is saying, but basically, he thinks that Hans Blix, the chief weapons inspector, and his agency, called Unmovic, should really be the ones to determine exactly what is going on in Iraq.

The Arab League feels strongly there is no need for a new Security Council resolution, and that Hans Blix and his team, once they get in there in the middle of next month in October, will begin to start to put the pieces together and determine just exactly what Iraq might or might not have.

So, that's the feeling here at the United Nations. There is no resolution expected today -- Kyra.

PHILLIPS: All right, Richard Roth from the UN, thank you so much.
