Bracing for Isidore

LEON HARRIS, CNN ANCHOR: Bracing for Isidore, some folks along the Gulf Coast are boarding up and moving out as that storm approaches. Bands of heavy rain from Isidore are already lapping the Gulf Coast.
And our Jeff Flock is proof of that, as you look at this picture right now. Jeff is standing by live in New Orleans with the very wettest and the latest -- Jeff.

JEFF FLOCK, CNN CORRESPONDENT: Leon, if you like rain, this is the place to be here in New Orleans today, and perhaps tomorrow as well.

I don't know if you can see off over my shoulder there, that's the French Quarter off there. We didn't want to get away without showing you a wet French Quarter. Some of the buildings -- maybe you see this one if you're off to the left us a little bit, you see the boards on the windows there. Some of the buildings have already sandbagged and boarded up their windows in preparation.

It doesn't look like this is going to be a heavy wind event, though, at the moment. It more looks like a water and rain event.

Now, we are over here also by the levy system, and I don't know if you're able to see all the way down. This is the levy that rings much of New Orleans. And when things really get serious in terms of fear of storm surge and rising water, they take these big doors here and essentially swing them across. They roll on -- I don't know if you can see. This is a rubber -- it's kind of a rubber flange here that sort of keeps a tight seal. And they roll across some sort of like railroad tracks and block off and protect the French Quarter.

So, typically, if this was, you know, a category 2-3 storm, where you thought you were going to get some big surge, either from like (UNINTELLIGIBLE) or off of the river, they would close these up. Several of the floodgates have already been closed, but at this point, it looks like there may be more flooding inside.

And they have been sandbagging, you know, against the flooding that's already occurred, because it's been raining here. This is such a big and disorganized storm. It's been raining here since before yesterday, and it's continued to rain all day today.

So, that could be the story as opposed to the high winds and typical problems from a hurricane, which this, at this point, is not.

That's the latest, Leon -- back to you. HARRIS: All right, Jeff, not even but about three or four days ago, I was driving down that street right behind you there, right there in front of the...

FLOCK: Oh, really?

HARRIS: Yes -- right there, right in front of the Jackson Brewery. And that street is a very busy street. Now you hardly see any traffic out there at all. Is the entire Quarter shut down now?

FLOCK: No. And in fact, you know, if you are able -- were you able to come across? Yes. If you look down, you can see all kinds of traffic down -- that's St. Louis Street, and you're right. The Jackson Brewery, I don't know if you're able to see it, that's where Leon was apparently having a brew here...

HARRIS: Or two.

FLOCK: ... maybe last week sometime or whatever. But there you go.

Everything is operating pretty much as normal as we speak.

HARRIS: All right, good deal. Well, you picked a great spot, Jeff, trust me. And I'm sure you and the crew will find that out.

FLOCK: 10-4, we'll get back to you on that.

HARRIS: All right, you boys be careful out there. All right, we'll check back with you later on.
