Illinois Man Faces Arraignment After Firing at U.N.

CAROL COSTELLO, CNN ANCHOR: In New York, an Illinois man faces arraignment in federal court today after firing several shots at the United Nations building. No one was hurt in the incident. Still, the incident does cause concern.
Our senior U.N. correspondent Richard Roth watched the events unfold.

(BEGIN VIDEOTAPE)

RICHARD ROTH, CNN CORRESPONDENT (voice-over): Just as the United Nations Security Council was considering the Iraq crisis, outside the U.N. building, but on U.N. grounds, a man suddenly started firing a pistol in the air.

(voice-over): Seven shots in all towards the U.N. building and then straight up in the air. He then threw the gun on the ground, threw about 20 to 25 pieces of paper in the air protesting conditions for people in North Korea and then ambled over to a U.N. fence and stood waiting to be detained.

He was, by U.S. Secret Service agents, who just happened to be on the grounds escorting dignitaries from Cypress. U.N. security, which normally handles security on the grounds, eventually also joined in.

The man, identified as Steven Kim, is a naturalized U.S. citizen of East Asian origin. The man did not make any statements as he was walked away by security officials. Kim got on the grounds by leaping over a perimeter fence, which extends around the front of the United Nations grounds.

The director of U.N. security, Mike McCann, wants that fence beefed up.

MICHAEL MCCANN, CHIEF OF U.N. SECURITY: What the project is under the capital master plan and the strengthening security budget is to either replace the fence, to put a fence behind that fence, to prevent people from coming over, from passing items through the fence.

ROTH: Later, inside U.N. headquarters, above floor 18 up to floor 20, four bullets were accounted for. U.N. Secretary General Kofi Annan described his reaction to the shooting.

KOFI ANNAN, U.N. SECRETARY GENERAL: I believe this is an isolated event and we have a very good security force and the New York police work very effectively with us. ROTH (on camera): One staff member escaped injury purely because she happened to be sick. Others dove for cover immediately. Some employees were treated for trauma inside the U.N. They happened to be working near the World Trade Center on September 11.
