D.C. Daytimer: New Day, New Department

CAROL COSTELLO, CNN ANCHOR: A major domestic story evolving this morning, Senate passage of the homeland security legislation.
Washington producer Paul Courson is in our bureau there.

PAUL COURSON, CNN WASHINGTON BUREAU PRODUCER: Morning.

COSTELLO: Good morning, Paul. So it passed overwhelmingly?

COURSON: Yes, 90 to 9 is an extremely strong vote in the Senate last night to create a Department of Homeland Security. That support was guaranteed, however, with promises to remove certain add-ons that were tacked to the bill. There was a phone call made yesterday. Senate Republican Leader Trent Lott called President Bush and said when you get back from Europe, the bill will be on your desk and ready to sign. There is a little bit of concern about the bill though, mostly on privacy issues - Carol.

COSTELLO: Got you. What was the reaction from Democrats? I know some Republicans threatened to not vote for the bill because of some amendments attached to it.

COURSON: Right, those are the add-ons. They've actually won promises from the Senate leadership, the incoming Republican leadership. Right now they're in the minority, but of course that all changes in a month or two. And they've won promises that when Congress returns they'll take those back out of there.

We should also point out that some of the reaction includes a protest rally today outside the Department of Justice. There will be a subpoenaing of Attorney General Ashcroft in the court of public opinion asking him why privacy rights are being undercut.

By the way, in about an hour, we'll have an interview with the likely head of the new Department of Homeland Security, Tom Ridge.
