CATHERINE CALLAWAY, CNN ANCHOR: So, President Bush will put the pen to paper in about seven hours.
Washington producer, Paul Courson, is joining us now with what's going on in Washington, which of course, Paul -- good morning to you -- is going to be covering the signing of that measure.

PAUL COURSON, CNN WASHINGTON MORNING PRODUCER: Well, that's one of the pieces of paperwork that backed up on the president's desk while he was visiting with the NATO countries in Prague. He'll be signing that in the 1:00 hour.

Our CNN homeland security, Jeanne Meserve, has an interview with Tom Ridge, who will supply some of the details of how that new department will be organized. It's such a wide range of government agencies that will be combined in the war on terrorism -- from the Coast Guard to other agencies -- that might have an opportunity to interdict terrorism before it happens. The range of agencies is unprecedented in one single department, and we hope Mr. Ridge will be able to explain to us how it will be unfolding in the next few years.

CALLAWAY: And the president, other than signing bills into law today, will also be doing a little celebrating. His daughters, his twins, are having their 21st birthday.

COURSON: Jenna and Barbara Bush were born on this day in 1981. Both of them were born prematurely. Both of them began drinking prematurely, I might point out. They've been busted for having fake IDs. The "New York Daily News" suggested one way to celebrate might be to throw out those fake IDs and join the age of majority.

We don't have any details of what formal celebrations might be under way, but we wish them a happy birthday.

CALLAWAY: Yes, happy birthday, too. Thanks, Paul -- have a good day.
