CAROL COSTELLO, CNN ANCHOR: Another major story we're following this morning, North Korea and the restart of a controversial nuclear reactor. The incoming president of South Korea today called on North Korea to reconsider.
Our Seoul bureau chief Sohn Jie-Ae has that.

(BEGIN VIDEOTAPE)

SOHN JIE-AE, CNN CORRESPONDENT: South Korea's President Elect Roh Moo-hyun had the strongest words yet for North Korea and its nuclear ambitions. He called upon North Korea to take back its nuclear program to its original state of being monitored by U.N. inspectors. He said what North Korea was doing was going against the international community's hopes for non-proliferation. He also said what North Korea was doing was going against the Korean people's hopes for peace on the Korean Peninsula.

This follows the outgoing president Kim Dae-Jung's words to an emergency meeting of his national security and foreign ministers, where he said South Korea needs to take a leading role in trying to resolve the nuclear issue. He called upon his ministers to take an active role and try to use all channels of communication open to them to resolve the nuclear crisis peacefully.

Both South Korea's outgoing president, Kim Dae-jung, and President Elect Roh opt for a peaceful resolution of the nuclear issue.

Sohn Jie-Ae, CNN, Seoul.
