CAROL COSTELLO, CNN ANCHOR: OK, if you're sitting in a hotel room waiting to go out and catch your plane, stop for just a second, it's time to check in with Travelocity's air traffic expert Rally Caparas who always has his "Eye on the Sky."
Rally, where are the delays?

RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Good morning, Carol.

Well, I'm watching 1,067 airplanes talk to air traffic control at this very moment on my software program, and it doesn't look like it's going to be a bad start to the morning.

If you're headed in to Boston, the New York City Metros or Philadelphia airports today, you'll see delay-free starts, clear skies. It looks like it's going to be a beautiful day. However, later on in the p.m., in the afternoon and evening, expect 30 to 45- minute arrival delays due to the strong westerly winds, which will likely force unfavorable runway configurations. Keep your seat belts fastened, folks, it's going to be a bumpy ride at the low altitudes into and out of those airports.

Detroit and Cleveland over in the Great Lakes region, they'll see 30-minute delays for most of the day. Chad's been telling you about the lake effect snow. There'll be light snow, freezing temperatures and probable departure flight de-icing, hence, you'll have 30-minute delays into and out of those airports.

Chicago O'Hare, they're delay free this morning and they'll stay that way until the afternoon, until about noon central time, then you'll see 30-minute arrival delays due to wind and runway configuration reduces the amount of aircraft that can get there in an hourly rate.

Phoenix Sky Harbor in the southwest, 15 to 30-minute arrival and departure delays will continue through February 28. As we've been telling you for the last couple of weeks, runway and taxiway construction projects will continue through then.

And then finally out west, San Francisco International, the only airport of any concern, they're delay free this morning. However, later on this afternoon you could expect 30-minute arrival delays due to low clouds, rain and poor airport surface visibility.

Overall, not a bad day for air travel.

Carol, I'll be back in the morning sitting with you at the desk with more from Travelocity's "Eye on the Sky." Back over to you.

COSTELLO: OK, can't wait. You always provide us with a lot of help. Thank you.
