ANDERSON COOPER, CNN ANCHOR: Almost all of America east of the Rockies is freezing this morning. Snow and ice in northern New York caused auto accidents during rush hour yesterday. Northern Georgia is waking up to single-digit temperatures. A frozen coat of snow made roads very slippery there.
And on the outer banks of North Carolina, a place not used to snow, folks are digging out of two-foot-high snowdrifts. The biggest snowstorm there in more than a decade.

Let's go live to North Carolina and see what's going on there right now. Stephanie Hawco of our affiliate WRAL is in Raleigh braving the elements.

Stephanie -- how are you?

STEPHANIE HAWCO, CNN AFFILIATE WRAL REPORTER: We certainly are. It is bitterly cold out here. It's 12 degrees in Raleigh with a wind chill factor of 4. It's even colder than yesterday, when we got about two-and-a-half inches of snow. It's not very good snowball snow, though. You can see it doesn't stick together, and that's too bad, because school is cancelled for the second day in a row.

This highway behind me is usually very busy during the morning commute, but you can see there is just nobody on it. There's a lot of thick ice on the road and also some slick spots of black ice. People aren't used to driving in this, and a lot of people are just staying home today.

We saw a lot of car accidents yesterday. There were more than 2,000 in North Carolina, 300-plus in the Raleigh area alone. Cars were sliding off the road. We saw one spin out yesterday and hit a snow plow. The DOT was trying to clear the road.

So, people here are in a little bit of shell-shock this morning.

Back to you.

COOPER: All right, well, you know, two inches of snow, school is cancelled. Unbelievable.
