CAROL COSTELLO, CNN ANCHOR: It is foggy in Atlanta and that could mean airline delays here and across the country, so don't you leave until you hear from Rally Caparas who has his "Eye on the Sky" this morning.
RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Good morning -- Carol.

COSTELLO: Good morning -- Rally.

CAPARAS: That's tough in Kinston. I went to college right up the road from there.

COSTELLO: Yes.

CAPARAS: I hope -- I hope everybody's OK.

Well, here's what's happening today, folks. If you're traveling in to the Northeast today, you're in for a treat for a change. The busy airports, Boston, Newark, Philadelphia, it looks like things are going to be pretty good for you today. Clear skies, shouldn't even be any clouds up there. That means on-time schedules and flight conditions for the remainder of the day. It's a good thing, considering it's only 6:00 Eastern Time right now.

Baltimore-Washington, Dulles and Reagan National airports won't be so fortunate, however, short-term delays into that airport. There'll be low clouds, a mixed precipitation. Could even see some icing problems throughout the day. That means 30 to 45-minute arrival delays for most of the flights into those airports.

Charlotte Douglas, they're under the clouds. Chad told us a few minutes ago about that. Thirty-minute arrival delays. Low clouds, rain, fog, it should be improving by the late p.m., hopefully by the time we hit the evening rush period.

Atlanta Hartsfield Airport, they have about a half-mile visibility, about a quarter mile on the runway and that means they'll see 30 to 45-minute arrival delays. Airplanes are still smoothly taking off and landing; however, you can expect to see those conditions until about 1:00 or 2:00 in the afternoon then everything should clear up -- excuse me -- for on-time conditions and schedules during the evening rush.

Phoenix Sky Harbor Airport once again, runway construction, 15 to 30-minute arrival and departure delays through February the 28th. And then on the West Coast, Seattle-Tacoma, Sea-Tac Airport, they'll have low clouds, fog and rain all day long. You'll get about 15 to 30-minute arrival delays, the airborne holding type where you turn around one time in the sky. Shouldn't be anything major as the West Coast is looking good outside of that.

I'll be back tomorrow morning with more from Travelocity's "Eye on the Sky." Carol, back over to you.

COSTELLO: All right. Thank you -- thanks a lot, Rally,...

CAPARAS: Sure.

COSTELLO: ... for your help as always.
