CAROL COSTELLO, CNN ANCHOR: I know your cab is waiting, but hold on because we've got a check on airline delays for you. Travelocity's air traffic expert Rally Caparas always has his "Eye on the Sky." He joins us live by phone this morning.
Take it away -- Rally.

RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Thanks, Carol.

Well, if you are traveling today in the East today, folks, it's hard to decide what to bring. It starts out kind of warm, then the rain blows through, you'll need a raincoat and then the wind comes in later with colder temperatures for a heavy jacket. Wear your all purpose coat today, folks.

If you're headed into or out of Newark, LaGuardia or Philadelphia today, you can expect 30 to 45-minute arrival and departure delays. First, it's going to be low clouds, rain and then later it's going to be strong northwest winds which will force single runway configurations likely at those three airports. So be ware of lengthy delays there.

D.C. Metros, just south of them, 30-minute arrival delays. Low clouds and rain, reduced visibility with strong winds in the afternoon and evening there also.

I'm sorry, Atlanta and Charlotte Douglas airports, they'll see 30-minute arrival delays. Low clouds and rain early, then strong winds in the afternoon.

Detroit, Cleveland and Pittsburgh in the Great Lakes region, they're delay-free at the moment, but you can expect 30 to 45-minute arrival and departure delays in the afternoon and evening as low clouds, snow and departure flight de-icing join the wind to keep delays going in that region.

Chicago O'Hare, they'll see 30-minute arrival delays. Strong northwest winds always force a less-than-optimal runway configuration and slows down the arrival rate into that airport to the tune of 30 minutes.

And then Phoenix Sky Harbor Airport, the only airport of any concern whatsoever west of the Mississippi River today, 15 to 30- minute arrival delays, add departure delays to that. As we've been telling you for about the last month, runway and taxiway construction and that will continue through February the 28th. The rest of the West looks great.

Carol, I'll be back in the studios with you tomorrow morning with more from Travelocity's "Eye on the Sky." Have great travels, folks.

COSTELLO: We will. Thank you. Rally Caparas always helpful for us this morning with his "Eye on the Sky."
