Winter Wallop: Capital Crunch

CAROL COSTELLO, CNN ANCHOR: The White House -- the White House dogs, Spot and Barney, were taken outside to play in the snow, but it looked more like trudging than frolicking for the presidential pets. More on the big storm coming up. Actually, it's coming up right now as promised.
Those making their way around Washington on two legs may struggle just as much as the president's dogs.

We take you to CNN's Gary Nurenberg in the nation's capital.

Good morning, Gary, what's it like there?

GARY NURENBERG, CNN CORRESPONDENT: Hi, Carol. I think you were in the Washington-Baltimore area for the last big one we had in '97. You remember how bad that was, this one is worse.

COSTELLO: Everything came to a standstill.

NURENBERG: Twenty-five inches of snow.

COSTELLO: Yes, it was at a real standstill.

Twenty-five inches of snow outside my home in Silver Spring, Maryland. We're just across the street from the White House, 15 inches in D.C. Snow emergencies declared in Maryland, Virginia and D.C. If you were driving on Maryland roads last night and you weren't an emergency vehicle, you were subject to be arrested and a $1,000 fine. The governor declared a state of emergency to get cars off the road. Here in D.C., if you park in a snow emergency route, they'll tow your car. Good luck finding it. A $250 fine.

Authorities doing everything they can to stay ahead of this storm. But, Carol, it is snowing so fast every hour that once you remove the snow from the roads to the sidewalk, in another 10 minutes it loads up again. They're having a very difficult time staying ahead of this one.
