CAROL COSTELLO, CNN ANCHOR: Is it spring yet? Is it? Is it spring?
RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: No.

COSTELLO: No.

CAPARAS: No.

COSTELLO: Old winter is slamming parts of the Northeast, once again, and I guess parts of the Midwest, too.

Rally Caparas...

CAPARAS: Yes.

COSTELLO: ... is here with his "Eye on the Sky."

CAPARAS: Well, Carol, we are in the process of dodging, I guess bullet isn't a good word, but that's what it is. The snow is going to fall once again on the eastern seaboard, folks, and the Mid-Atlantic States, and here's how it's going to affect you today.

The D.C. Metros, you'll see a wintry mix for basically the entire day. You're already starting to see some snow fall, it's very light. There'll be some rain associated with that, some ice, de-icing. Thirty to 45-minute arrival delays will be the problem early. If it persists, which the models are showing that it will, we will see 60 to 90-minute arrival and departure delays into those three major airports, Baltimore-Washington, Washington Dulles and Reagan National. Keep your fingers crossed, Philly, you could get some of this later on this evening.

Atlanta Hartsfield, you're looking at 30 to 45-minute arrival delays for most of the day. It'll clear up later on this evening. The low clouds and rain will make those delays or cause sluggish schedules into that airport. Departures won't have much of a problem at all.

Cincinnati-Covington, it's delay free right now; but if the weather pushes any further north, you will see 30 to 45-minute arrival and departure delays. Low clouds, ice will be the primary reasons there.

St. Louis Lambert, they're about to go into a ground delay program. FAA anticipates that the weather is going to be a problem there. All day long a wintry mix. Expect 30 to 45-minute arrival delays for most of the day there.

Dallas-Fort Worth, you're finally back to normal after 500 cancellations over the last two days. You'll get back to normal. I know a lot of people with American Airlines are happy to hear that.

And then finally, Phoenix out west, 30-minute arrival delays, low clouds and rain. They've seen that for the last couple of days. Not a bad day overall considering what's going on in the East.

COSTELLO: You're not kidding there. And you're going to be back with us in the next half hour.

CAPARAS: I'll see you in about 30 minutes.

COSTELLO: Look forward to it. Thank you -- Rally.

CAPARAS: Sure.
