CAROL COSTELLO, CNN ANCHOR: We've got the issue of Iraq covered. We're all over the world this morning. Nic Robertson is in Baghdad with a message from Saddam, Jane Arraf in Turkey with no vote yet, and Kelly Wallace is in Tel Aviv, where Israelis are protecting themselves.
We begin in Baghdad. Nic -- bring us up to date.

NIC ROBERTSON, CNN SENIOR INTERNATIONAL CORRESPONDENT: Well, Iraqi officials are saying they're destroying another two to three Al Samoud missiles today. That rate of destruction a little slower than the last few days. It is the Islamic New Year. They say it's -- Iraqi officials say it's a holiday, and therefore the work may be a little bit slower.

President Saddam Hussein had a message for the Iraqi people, saying that if they are armed with their faith, then they will be victorious, that the despots will be defeated, and that their arrogance will not benefit them -- that coming from the Iraqi leader on his speech for the Islamic New Year.

Now to Jane Arraf in Ankara.

JANE ARRAF, CNN BAGHDAD BUREAU CHIEF: Thanks, Nic.

Turkey's foreign minister says that they're evaluating within the party and within the government whether to send that vote back to parliament, the vote on whether to allow U.S. troops on Turkish bases.

Now, some heated debate here in parliament within the ruling Justice and Development Party, and the leader of that party is saying within the coming days, they will make a decision as to whether to ask parliament to vote on that again.

For more on the showdown with Iraq, we go to my colleague, Kelly Wallace, in Tel Aviv -- Kelly.

KELLY WALLACE, CNN WHITE HOUSE CORRESPONDENT: Well, Jane, Israelis are stepping up preparations for a possible U.S. war with Iraq. You can see over my shoulder, these are American Patriot anti- missiles. They moved in many of them overnight, part of Israel's preparation if Iraq decides to launch any Scuds during any possible war.

We'll all recall that during the 1991 Gulf War, these Patriots were not that effective; 39 Iraqi Scuds hit Israeli cities then. Israeli officials and American officials say they're much more competent this time. They say these Patriots are improved, better accuracy. They also say Israel has an Arrow missile defense system, so they say they are ready and much more prepared this time -- Carol.
