Kuwait Opens Humanitarian Aid Center for Iraqis

CAROL COSTELLO, CNN ANCHOR: As coalition troops in Kuwait prepare for possible war, fears are rising about the humanitarian crisis that could follow.
We take you live to that country and CNN's Richard Blystone.

Good morning.

RICHARD BLYSTONE, CNN SENIOR CORRESPONDENT: Good morning, Carol.

The war in Iraq, if it comes, could be anything from a walkover on up, but officials have long agreed that there could be a humanitarian crisis in its wake that would make war look easy. The United States and Britain have built into their overall war plan plans for humanitarian relief. The Kuwait government here says it is preparing to give out aid across, although not within its borders.

But where is the evidence? Well, here is some grain that has arrived in Kuwait recently that could make its way to refugees, but by and large authorities are reluctant to give out any information at all.

So, we asked today a U.S. advisor to the joint operations center, James Brown: Where's the stuff?

JAMES BROWN, KUWAITI HUMANITARIAN COMMITTEE: Well, there is no secrecy to it. I mean, you can't see classified stamps on the stuff we're working on, but we just don't care to share with everybody through the media what's going on and who's willing to talk to us about how we're going to try to deal with a problem of this magnitude.

BLYSTONE: Well, OK, but if that U.N. resolution doesn't pass, responsibility for civilians up there will be squarely in the laps of the United States and Britain -- Carol.
