ARTHEL NEVILLE, CNN ANCHOR: Let's find out now what the people of Iraq have to say about President Bush's speech.
For that, we're going to take you live to Baghdad and our Rym Brahimi -- Rym.

RYM BRAHIMI, CNN CORRESPONDENT: Arthel, well, some people did hear the speech, either on an Iraqi broadcast or on Iranian radio, despite the fact many people still don't have electricity. And what many people said was that they did understand that, OK, from a military perspective, the war was over, but they believe there's another war now, and that war, they say, is a war for security, for jobs, for electricity and services to come back. One person even said, well, the war between President Bush and President Saddam Hussein may be over, but we have a lot of things to do still.

Now, as you know, Arthel, there's another development, the capture of a very trusted aide of President Saddam Hussein, Misbas Qadr Hadi. Now, he was a member of the RCC, the Revolutionary Command Council, which was, at the time, the highest authority in the country. It was the highest authority also of the ruling Baath Party.

Misbas Qadra Hadi was also named or elevated to the post of military commander of the central Euphrates region, which is the region that includes the holy cities of Najaf and Karbala. And this is an arrest that people here, when we asked them what they thought about it, well, people here said they were hoping that this kind of arrest would help bring more stability to their country -- Arthel.

NEVILLE: OK, Rym Brahimi, thank you very much for that report.
