CAROL COSTELLO, CNN ANCHOR: Let's move on to Chechnya right now. It's been a violent morning there. Russian Chechen officials say at least 30 are dead in Chechnya from a truck bomb blast in the northern district of the republic. The bomb attack happened just about four hours ago.
For more on this, let's go to Ralitsa Vassileva, who is live on Moscow.

Good morning.

RALITSA VASSILEVA, CNN CORRESPONDENT: Good morning, Carol.

We just received this information from the Federal Security Service in Moscow, saying that the truck laden explosives exploded at a checkpoint in front of the administration building, the local administration building in Znamenskoye. It was stopped at that checkpoint at a barrier when it exploded.

As you mentioned, at least 30 people are believed dead. Some put the death toll higher at 40, and it's expected to rise.

A rescue operation is under way. Doctors, military, police are digging in the rubble trying to find out if there are more people there in the rubble. At least 60 to 70 people are believed wounded. We have the president of Russia, Vladimir Putin, who we have a reaction from him, saying that this is aimed at the political settlement that Moscow is trying to achieve with the breakaway Republic of Chechnya.

We'll continue to monitor, and we'll being you the latest on it.

Back to you -- Carol.

COSTELLO: Right, we'll let you get back to work -- Ralitsa Vassileva live from Moscow this morning.
