CAROL COSTELLO, CNN ANCHOR: Seventeen warships sailed up New York Harbor to begin the city's annual Fleet Week.
And as CNN's Jason Carroll reports, the fog rather than tight security prevented a good view.

(BEGIN VIDEOTAPE)

JASON CARROLL, CNN CORRESPONDENT: Well, it is easy to see the security measures that are in place here at Fleet Week. It's tougher to see some of the ships, though, that made their way up the Hudson River through all of the fog and through all of the rain.

Even so, Fleet Week is well under way, 17 ships making their way up the Hudson River today, ships that served in Afghanistan as well as in Iraq.

Thousands are expected to come out over the weekend to take part in the Fleet Week festivities. New York City is used to hosting large-scale events, even under heightened security conditions. New York City has been under a heightened state of alert ever since 9/11. Governor Pataki saying there has been on specific credible threat against New York City.

Even so, expect to see an increased police presence at key sites. We've seen a number of police boats here patrolling the New York Harbor. In addition to that, there have been added National Guard troops stationed throughout the city; state police as well patrolling the bridges, tunnels and tourist attractions such as Fleet Week. The U.S. Coast Guard has increased its presence as well. It has enlarged the security zones in New York Harbor.

Despite the security concerns, members of the U.S. military say they want people to come out, enjoy Fleet Week, see the ships, and more importantly, see the men and women who call those ships their second home.
