CAROL COSTELLO, CNN ANCHOR: Time is flying by this morning. Rally Caparas is here to tell you about possible flight delays this morning.
RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Good morning -- Carol.

COSTELLO: Good morning -- Rally.

CAPARAS: You know what, I think I'm going to get more popular, I'm going to start wearing my hair like David Beckham does. I think that'll help me.

COSTELLO: You could do that, too.

CAPARAS: I know I could. I know. I don't think CNN will let me.

Anyway, today, folks, the weather is moving up towards you. Tropical Storm or Tropical Depression, or the remnants thereof, Bill is headed your way, if you are in the northeast today.

Philadelphia and the D.C. Metros, you can expect 45-minute arrival and departure delays during the p.m. hours as the weather starts to deteriorate. Things aren't too bad right now, but expect it later. Low clouds, heavy rain and scattered thunderstorm activity will block routes making things difficult during the evening rush period up there in the northeast.

Raleigh-Durham and Charlotte, Atlantic Coast there, you're going to see 30 to 45-minute arrival and departure delays for much of the day. Low clouds, the rain, the thunderstorm activity and it'll be most low clouds, and as Chad called it, mucky conditions. I went to college. Mucky conditions are going to be a problem.

Atlanta Hartsfield, 30 to 45-minute arrival delays early because we still have those mucky low clouds, some lingering rain. But it will be vastly improved, both conditions and schedules, during the p.m. hours, so good news here finally to dry out.

Miami and Fort Lauderdale, the weather is going to be pretty decent, but 30-minute arrival and departure delays will result from air traffic control implementing their new radar display called STARS. And until all the crews rotate through that a couple of times, you can expect some sluggish arrival and departure delays down there.

Las Vegas, delay free early. But later on this afternoon, the wind is going to kick up, it's going to start blowing the dust around, reduced visibility means 30 to 45-minute arrival delays.

And then on the West Coast, San Francisco International, typical marine layer fog rolls in. It should burn off by about noon Pacific Time; but until then, 30 to 45-minute arrival delays.

I'll be back tomorrow morning with the latest from Travelocity's "Eye on the Sky" -- Carol.

COSTELLO: All right, thank you -- Rally.

CAPARAS: Sure.
