Another Audio Tape Reportedly Recorded by Saddam Hussein Being Aired

DARYN KAGAN, CNN ANCHOR: Another audio tape purportedly recorded by Saddam Hussein is being aired by Arab satellite television Al Jazeera. In it, the speaker promises that Saddam will return to power.
In Baghdad, our Rym Brahimi is standing by with more on what is on this latest tape -- Rym.

RYM BRAHIMI, CNN CORRESPONDENT: Well, it's an interesting tape, Daryn, because it's different from the previous tapes we've heard so far. You know, in previous audio tapes, also purportedly in the voice of Saddam Hussein, although again, we have no independent ways of checking that out. The speaker has been calling for resistance, calling on people to fight the U.S. occupation. But this time, he's taking it a step further.

And what's interesting, Daryn, is he's basically talking about the future. When things return to normal. That's an expression that comes back several times in the audio tape. He also says it's a duty for all Iraqis to save what can be saved, and he says he sees the military balance of power as having shifted in his favor.

UNIDENTIFIED MALE (through translator): We are confident that the occupying forces will collapse and surrender to the truth and the will of God and of the people. This will happen when the occupying forces are faced with the painful Mujahadeen for the perseverance of our people.

BRAHIMI: Now there's another interesting aspect. In it, he's also calling on people who have maybe stolen or loot the property of the state to preserve it, either to return it to the Baath Party, it belonged to the party, or to preserve it for when things to return to normal. Again, they suggests some can actually keep it, maybe trying to be popular by that.

But the interesting thing is that he says that except for everybody falls under this regulation, except for the president of the republic, and the head of the -- president of the Revolutionary Command Council, basically coming back to the old order that was before -- Daryn.
