California Expected to Finalize Recall Ballot Tonight

HEIDI COLLINS, CNN ANCHOR: We want to take you to the California recall. The state is hoping to finalize the lengthy recall ballot tonight, but the many of the would-be governors are failing by the wayside today, unable to dot their i's and cross their t's.
National correspondent Bob Franken keeping watch on late developments in Los Angeles this morning.

And they do just keep developing, don't they?

BOB FRANKEN, CNN CORRESPONDENT: They certainly do. Right now, the developments are really in the secretary of state's office and the county election boards, where they are winnowing out those who were not able to do all the proper paperwork, et cetera. I think I pointed out to you earlier, about a dozen of those had already plucked down their $3,500, and won't be getting it back.

But approximately 150 or so will be appearing on ballots that are still works in progress. I mean, they've never had a ballot like this, and this is just the second part of it. This is, well, if the governor is recalled in part one of the ballot, who will be the one to replace him?

Of course among those at the top of the list, certainly at the top of the list in terms of voter recognition is Arnold Schwarzenegger. He'll be in the middle of the actual ballots. But Arnold Schwarzenegger, of course, movie star turned politician, who is spending most of his time right now just making plans with the staff that he's quickly assembling.

And of course the whole thing is about Governor Gray Davis. Governor Gray Davis is the one who would be recalled if in fact the voters vote him out of office, just eight months after the election. In fact, one of the other candidates is somebody who lost to Governor Davis the last time around, and that is Bill Simon. He is among those who is campaigning, but the man to watch is the man we're watching, and that's Arnold Schwarzenegger. We haven't seen him for a couple of days. He's been deciding whether he will answer some of the critical questions about policy statements that he is yet to make in a race that is yet to be fully formulated, in an election that looks like it's going to finally be put together in ways that are scaring the daylights out of every election official in the state -- Heidi.
