CAROL COSTELLO, CNN ANCHOR: To the Israeli-Palestinian conflict now. Israeli forces have again raided a refugee camp in Gaza. The Israelis say they're targeting weapons smugglers.
For the latest, we turn to our Fionnuala Sweeney. She's live in Ramallah via videophone.

Hello.

FIONNUALA SWEENEY, CNN CORRESPONDENT: Hello, Carol.

Yes, this is the second Israeli military operation in a number of days in this same place in Gaza. It's a place called Rafah on the border with Egypt, and the Israelis claim that tunnels underneath the border there are being used by Palestinian militants to smuggle in weapons.

Now, in the first incursion, which began early last Friday morning and lasted a number of days, eight Palestinians were killed and more than 65 wounded. Three tunnels were found, but no weapons.

And in what's now known as Operation Route Canal Two, the Israeli army before dawn this morning went again into Rafah. There are number of wounded we are told, and at least four arrests, including one person the Israelis say is the mastermind of these tunnels -- Carol.

COSTELLO: And, of course, this is causing, well, a little resentment in the Palestinian territories, isn't it?

SWEENEY: Well, yes, indeed it certainly is. And here in Ramallah in the West Bank, the Palestinian Authority is still trying to grapple with the formation of a new government. A cabinet has been formed, and there is a new prime minister, but the crucial role is the post of interior minister with responsibility for security issues in the West Bank and Gaza.

Now, that was a post that has been left vacant following the appointment of a man who was to Yasser Arafat's dislike. Yasser Arafat is now meeting with his national security council at the headquarters behind me, where they're trying to find a new interior minister, a man reportedly going to be an Arafat loyalist -- Carol.
