CAROL COSTELLO, CNN ANCHOR: Thousands of British police, $17 million in added security and an embarrassing security breach, but President and Mrs. Bush are safe after a jaw-dropping ceremony through the streets of London, but those protestors -- well, live to the U.K. and White House correspondent Suzanne Malveaux. Actually, she's joining us by phone.
It was a beautiful ceremony -- Suzanne.

SUZANNE MALVEAUX, CNN WHITE HOUSE CORRESPONDENT: Absolutely, Carol. Buckingham Palace, we saw the president and the first lady formally being welcomed by Queen Elizabeth and Prince Philip. It was a full 41-gun salute, and the playing the American National Anthem and reviewing of the troops.

But as you had mentioned before, of course, President Bush is really under unprecedented security, not only to protect him from possible terrorist attacks, but also to shield him from protestors.

Inside the palace, the queen was able to share a reflective moment with the president. She gave him a tour of her collection, a royal collection of American memorabilia.

But it is significant to note that later this morning the president is going to be delivering what is being billed as a major foreign policy speech. And in that speech, he will defend the U.S.'s decision to invade Iraq and argue that British Prime Minister Tony Blair made the right decision to join in the U.S. effort.

COSTELLO: And he speaks around 8:30 Eastern Time, right, Suzanne?

MALVEAUX: Yes, he does. And following that, he will actually be speaking with some of the families of the British victims of September 11. He's going to be wishing his condolences and warm feelings, warm greetings from the United States.
