CAROL COSTELLO, CNN ANCHOR: A disturbing scene in central Moscow this morning. Just about two and a half hours ago, a suspected suicide bomber struck right across from the Kremlin.
Our Jill Dougherty tells us at least four are dead. The city's mayor says one, possibly two, women suicide bombers set off the explosion.

Here's Jill Dougherty.

JILL DOUGHERTY, CNN CORRESPONDENT: Just a few minutes ago, another explosion here, this one a deliberate one. Police say they found additional explosive material, possibly a device, and brought in sapper teams who blew it up.

The scenario, as it's being explained by -- right now by the mayor of Moscow and by police officials here in the capital, is that there were two female suicide bombers on their way to the Russian parliament, the Duma. This is right down in the heart of Moscow, literally outside of the walls of the Kremlin, outside of Red Square and just a block away, right across the street from the Russian Duma.

These two women apparently as passerby how to proceed, how to walk over to the Duma. But the bombs went off before they were supposed to, going off right in front of the National Hotel. That's a landmark hotel here in Moscow, close to one of the main streets. It blew out the windows of that building and also blew out the windows in a Mercedes that was parked in front.

Police at this point believe that it is a terrorist attack. No claim of responsibility. But it comes just after the elections to the Russian parliament on Sunday. There had been heightened concern that there might be more terrorist activity in connection with that and now, just two days later, there was.

Jill Dougherty, CNN, Moscow.
