CAROL COSTELLO, CNN ANCHOR: Travelocity's Air Traffic Expert Rally Caparas is here.
It's raining here in Atlanta, and that always means bad things at the airport.

RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: It means bad things at a lot of places. Atlanta being a major hub in the United States, Carol, it's going to be a tough day to travel for most people. Eastern half of the United States, slow it down, it's going to be a long day.

Philadelphia to the D.C. Metros today, they start delay free. Later on this afternoon and evening, Chad told you the weather is going to move in on the East Coast, well it does, and 30 to 45-minute arrival delays because of the rain and gusting winds will ensue. Those delays could build once we get to about 6:00 to 8:00 p.m., heavy arrival rush, expect those delays to get up to about an hour or so.

Atlanta Hartsfield-Jackson Airport, the new name, 45 to 60-minute arrival delays, low clouds, strong gusting winds. It's raining out there right now, and it's going to last until about 5:00 p.m. or so, then we should see some improvement. We could have on-time schedules during the late evening rush, but until then, hour-long delays.

Detroit, Cleveland and Cincinnati-Covington airports, delay free this morning. It will stay that way until around midday, then 45- minute arrival delays. Those same strong gusting winds, about 25 to 30 knots or so, blowing the wind around or the rain around, a difficult visibility situation. It will slow you down into the Great Lakes region.

Especially at Chicago O'Hare and Midway, I've got one to two-hour arrival delays there. Those will likely double before we hit the afternoon hours. Low clouds, rain, the strong gusting winds out of the east are going to cause major problems with the runway configuration, along with the wet runways, especially at O'Hare, three hours, maybe even four hours later on today.

And then on the West Coast, San Francisco International, they will see 60-minute arrival delays also. Talk about winds, Chad told you 45 or 40-knot winds already this morning. It's going to be a rough day there. Low clouds and rain, hour-long delays.

The rest of the country, what's left of it, looking pretty good. I'll be back in the morning with the latest 'Eye on the Sky' -- Carol.

COSTELLO: So happy trails.

CAPARAS: Yes.

COSTELLO: Thank you -- Rally.

CAPARAS: See you.
