CAROL COSTELLO, CNN ANCHOR: Let's check with our 'Eye on the Sky' now, Air Traffic Expert Travelocity's Rally Caparas.
Good morning -- Rally.

RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Good morning, Carol. And let me be the first to wish you a happy New Year.

As we say goodbye to 2003 today, folks, it looks like a pretty good day across most of the country. However, in the northeast, Newark and LaGuardia's airports, delay-free starts. That will end sometime around 2:00 in the afternoon. We'll see some very strong gusting winds move through the area. Expect 45-minute arrival delays into those two major airports as the wind will force less-than-optimal runway configuration. But by the time we hit the evening rush or the mid-evening rush, around 6:00 p.m., the wind should subside and things should operate smoothly for a very, very wonderful evening in New York City.

Philadelphia to Miami, all of the airports in between those two locations, expect good conditions, on-time flight schedules all day and evening long.

Chicago O'Hare, they will see the wind once again move into the area. As a matter of fact, it's already windy there, about 24, 25 knots or so right now. Expect 45 to 60-minute arrival delays today. The strong gusting winds will mess up their runway configurations once again.

On the West Coast, Seattle-Tacoma, they will see 30 to 45-minute arrival delays. Low clouds, fog and snow, as Chad told you just a few moments ago. Poor visibility all day long there.

And then further south, at San Francisco International, expect 45-minute arrival delays. Low clouds and the marine layer fog will mess things up a little bit this morning. But it will be gone by noon Pacific Time for on-time schedules thereafter.

Overall, an excellent day for air travel as we usher in 2004, Carol. I'll be back on Friday as tonight I'll be here in New Orleans' French Quarter staying up a little bit later than usual. I'll talk to you later.
