CAROL COSTELLO, CNN ANCHOR: If you are flying this morning, stick around for just a little bit, our 'Eye on the Sky,' Air Traffic Expert, Travelocity's Rally Caparas live on the phone with us right now.
Any word on flight delays -- Rally?

RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Good morning, Carol, absolutely.

Yesterday they saw three and four-hour delays at Chicago, New York, a bunch of places. A lot of canceled flights yesterday. Know there will be a lot of frustrated people trying to get to where they were supposed to be yesterday.

And here's how it's going to break down for you. Newark, LaGuardia and Philadelphia airports, expect 45 to 60-minute arrival delays all day long. Low clouds, fog, rain, gusting winds during the p.m. hours. Runway configuration problems at all three locations. It will be a moderate to lengthy wait into those three airports.

Down in the D.C. Metros, they'll see some low clouds and fog early. That will mean 45-minute arrival delays. And later on, the rain will move into the region. Gusting winds and those delays will continue. So expect short to moderate and lengthy delays in the east and northeast all day.

Down in the South, Atlanta, you're going to see 30 to 45-minute arrival delays, if you are headed to Hartsfield-Jackson today. Low clouds, fog and rain moving into the region. Reduced airport flight handling capacity will be the problem. Just some short delays there.

Detroit and Cleveland, 45-minute arrival and departure delays are likely throughout the day. Low clouds, fog and poor visibility. They also have some snow and de-icing problems. That will go on for most of the day. So they, too, will suffer delays for most of the day.

Then Chicago O'Hare, 45 to 60-minute arrival delays. This will be an all-day affair also. Morning is going to see some snow, fog and poor visibility. About a half mile of visibility on the airport right now. And then the p.m. hours, we'll see gusting northwest winds and poor runway configurations.

The western half absolutely unscathed, an excellent day for air travel.
