CAROL COSTELLO, CNN ANCHOR: Poor people in Portland, Oregon. Another look at the airport, it is literally frozen over and closed. In fact, the Memphis Grizzlies of the NBA stuck in Portland. Can't travel to play the games.
And Rally of Travelocity...

RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Hi.

COSTELLO: ... Air Traffic Expert now has his microphone on.

CAPARAS: I am wrangling with my microphone this morning. Amazing weather out there. Well, I don't know how amazing it is...

COSTELLO: It's terrible.

CAPARAS: ... if you're stuck out there. The Grizzlies, they are going to be stuck there, it looks like for the rest of today. Things aren't getting much better, but we'll get to it in just a moment, folks. I'll close it out with Portland.

Let's talk about the delays across the east today. Things are operating pretty smoothly right now, and it'll stay that way for most of the morning. Then later on this afternoon and evening, you can expect some strong winds to combine with the heavy volume into the big New York airports. Newark, LaGuardia, 45 to 60-minute arrival delays as a result of that volume and wind.

Chicago O'Hare, the Windy City, once again will see some delays, but not because of the wind. They are delay free at the moment. They will see some low clouds, snow move into the area, reduced visibility, slippery runways, that means hour-long delays during the afternoon and evening hours into O'Hare.

Houston's George Bush, down on the Gulf Coast of Texas, they are going to see low clouds and poor visibility this morning. Thirty to 45-minute arrival and departure delays will be a problem throughout the day. But later on, they will see some isolated thunderstorm activity limit flight routes into and out of that major airport, hence, those delays will continue into the evening hours.

Now Portland, closed since about 3:00 yesterday afternoon and it's going to stay closed. They are projecting about a noon, late morning, actually, reopening. But I don't think it's going to happen. The freezing rain has forced 650 cancellations, 500 yesterday, already 115 flights cancelled going into that airport today. Look for that to increase by about threefold. San Francisco, delay free this morning, but they will see hour- long delays as low clouds, rain and wind move into the area later on this afternoon and evening.

Pretty bad day in Portland. The rest of the country looking pretty good. Carol, I'll be back in the morning with the latest from your 'Eye on the Sky.'
