Natalee Holloway Suspect Wanted for Murder in Peru

NANCY GRACE, HOST: Breaking news tonight in the disappearance of Alabama beauty Natalee Holloway, missing off her high school senior trip, Aruba. Aruban police couldn`t or wouldn`t make a case against judge`s son Joran Van Der Sloot even after high-tech surveillance catches him describing Natalee`s death.

After Van Der Sloot`s father, Judge Paulus Van Der Sloot, key in the alleged cover-up for his son, collapses dead, speculation Joran Van Der Sloot would slip up. Well, sure enough, just days after his father is cremated, video emerges of Van Der Sloot claiming he`s there, this time saying Holloway falls to her death from a balcony, insisting she`ll never be found.

But hold on. Not so fast, Van Der Sloot! Just when he thinks he`ll walk on murder of an American girl, Natalee Holloway, bombshell tonight. As we go to air, live, Peru, Joran Van Der Sloot kills again, say police. Another young girl, just 21, meets Van Der Sloot at a resort casino, just like Holloway. They leave together. She`s found dead just hours later, stabbed to death, her body wrapped in a rug in Van Der Sloot`s own hotel room. What does he do? He skips town, of course, crossing the border and now on the run. Tonight, the search for alleged two-time killer, judge`s son Joran Van Der Sloot.

JORAN VAN DER SLOOT (through translator): So I said to myself (EXPLETIVE DELETED), what is going on?

UNIDENTIFIED MALE: The search is on for Natalee Holloway suspect Joran Van Der Sloot.

VAN DER SLOOT (through translator): I just touched her, and there wasn`t anything anymore. It was over.

UNIDENTIFIED MALE: Police say he`s wanted for murder in a new case.

UNIDENTIFIED MALE (through translator): We`ll make every effort to detain him and make him pay.

UNIDENTIFIED MALE: Police say Van Der Sloot is their chief suspect in the murder of 21-year-old Stephany Flores Ramirez.

DAVE HOLLOWAY, NATALEE`S FATHER: It`s absolutely disgusting that this guy is involved in something like this.

UNIDENTIFIED MALE: Suspect in the disappearance and death of Alabama beauty Natalee Holloway...

UNIDENTIFIED MALE (through translator): Did you try to resuscitate her?

VAN DER SLOOT (through translator): I tried everything. I even lifted her up.

UNIDENTIFIED MALE: ... Van Der Sloot allegedly the last person known to be with Stephany before she died.

UNIDENTIFIED MALE (through translator): We will have samples of this man`s skin underneath the nails of my daughter.

UNIDENTIFIED MALE: The 21-year-old victim reportedly discovered in a pool of her own blood, wrapped in a blanket.

UNIDENTIFIED MALE (through translator): So once he`s captured, we`ll be able to show that he`s the killer, and he won`t be able to walk away like he did in Aruba.

HOLLOWAY: He needs to be taken off the streets.

UNIDENTIFIED MALE: Tonight, multiple countries on alert, trying to find Joran Van Der Sloot.

UNIDENTIFIED MALE: He`s consistently demonstrated that he`s reckless.

UNIDENTIFIED MALE (through translator): So how long was she shaking for? Do you know what that is?

VAN DER SLOOT (through translator): I don`t know.

UNIDENTIFIED MALE: (INAUDIBLE) sloppy.

UNIDENTIFIED MALE (through translator): How do you know she`s dead, Joran?

VAN DER SLOOT (through translator): I just know.

GRACE: Good evening. I`m Nancy Grace. I want to thank you for being with us. Bombshell tonight. As we go to air, live, Peru, Joran Van Der Sloot kills again, say police. Another young girl, just 21, meets Van Der Sloot at a resort casino, just like Natalee Holloway. They leave together. Just hours later, she is found dead, stabbed to death.

UNIDENTIFIED MALE: Natalee Holloway suspect Joran Van Der Sloot is wanted for murder.

UNIDENTIFIED MALE (through translator): Joran Andreas Petrus Van Der Sloot, 21 years of age, is the perpetrator of the homicide of the young woman, Stephany Tatiana Flores Ramirez.

HOLLOWAY: He`s tried to avoid this justice system.

UNIDENTIFIED MALE (through translator): We have several incriminating evidence.

UNIDENTIFIED FEMALE: He`s a loose cannon.

UNIDENTIFIED MALE (through translator): A deposition with a hotel employee that saw this foreigner with the victim entering her room.

UNIDENTIFIED FEMALE: He confuses infamy with being famous.

UNIDENTIFIED MALE: The victim`s father says Van Der Sloot was seen on surveillance tape leaving a casino with 21-year-old Stephany Flores Ramirez.

UNIDENTIFIED MALE (through translator): We can find him and capture him.

VAN DER SLOOT (through translator): I just touched her, and there wasn`t anything anymore. It was over.

TWITTY: He has a callous nature about him.

UNIDENTIFIED MALE: Police say the two later entered Van Der Sloot`s hotel room.

VAN DER SLOOT (through translator): So I was talking to her, talking to her, talking to her, and she didn`t say nothing, nothing.

UNIDENTIFIED MALE: Cops say the couple remained inside for about four hours when Van Der Sloot leaves without Stephany.

UNIDENTIFIED MALE (through translator): How do you know she`s dead, Joran?

VAN DER SLOOT (through translator): I just know.

TWITTY: No regrets and no remorse.

UNIDENTIFIED FEMALE: Suspicion is really focused on that young man right there, Joran Van Der Sloot.

UNIDENTIFIED MALE (through translator): I hope not one more girl dies in this world and that this murderer is detained and pays for all these crimes he has committed.

UNIDENTIFIED MALE: Police believe he`s on the run.

UNIDENTIFIED FEMALE: This pretty boy is going to go down!

TWITTY: We want justice.

GRACE: Straight out to Jean Casarez, legal correspondent, "In Session." She`s been on the story from the very beginning. You know, Jean, people ask me -- I can`t even count how many times -- will Joran Van Der Sloot strike again? I don`t think he can help himself, but I wasn`t convinced he would be so stupid, Jean. What do we know?

JEAN CASAREZ, "IN SESSION": Well, Nancy, what we`ve just learned -- we have confirmed with Interpol in Chile that a manhunt is taking place right now, searching for Joran Van Der Sloot in that country in the murder of this young 21-year-old woman.

It all started, authorities say, in Lima, Peru, in the early morning hours of Sunday, that he was at a local casino, met this young 21-year-old Stephany Flores Ramirez. He left, allegedly, with her and then went to his hotel. Employees and residents of the hotel have sworn affidavits saying they saw them enter the hotel, go to, allegedly, his room. Four hours later, he left. She didn`t. And now her body has been found in that hotel room stabbed to death.

GRACE: To Rafael Romo, CNN`s senior Latin American affairs editor. Rafael, thank you so much for being with us. Let`s go into some of the details Jean Casarez just gave us. Number one, Joran Van Der Sloot, the judge`s son, the chief suspect in the death of American girl Natalee Holloway -- what`s he doing in Peru, Rafael?

RAFAEL ROMO, CNN SR. LATIN AMERICAN AFFAIRS EDITOR: Well, (INAUDIBLE) said that he arrived in Peru several weeks ago. He was staying in that area of the casino. He likes to play poker. And that`s precisely where he met this girl.

GRACE: Whoa, whoa, whoa, whoa, whoa! Hold on! What was he doing in Peru? Why was he there? Why doesn`t he have a job? Why isn`t he in school? Why isn`t he doing anything constructive? All I got from you just then was he likes to be at casinos and resorts. But what`s he doing there? Is he there for a job interview? What is he doing out in the wee hours of the morning on a Sunday night? What time was it? And why was he in Peru, Rafael? Do we even know?

ROMO: As far as we know, we don`t know anything about a job. We don`t know about who`s paying for his bills. We don`t know who`s paying for this room. This is a very exclusive area in Lima. This is a place that is expensive. And also, this family...

GRACE: What do you mean by that, expensive? Like, how would a -- how much would that room cost American dollars? What kind of resort are we talking about? Are we talking about a Motel 6 resort or are we talking about a...

ROMO: Oh, no.

GRACE: ... Ritz Carlton? What are we talking about?

ROMO: No, this is the Miraflores district there in Lima. This is where people who have money go to play and party, and this is exactly where he was.

GRACE: Well, I`ve got a pretty good idea, Rafael Romo, where he got the money. We have him busted on tape trying to solicit young girls to enter prostitution. And that is caught on video. We`ve shown it many, many times. Obviously, he`s up to no good.

All right, what time was it in the morning, Rafael, do we know?

ROMO: They met at the casino about 2:36 in the morning, or that`s what police are telling us. They spent a few hours there. Then after 5:00 in the morning, they were seen leaving the casino. There`s video actually of them leaving. And they went into the hotel, where they also have video. A hotel employee saw them entering a room registered under his name. He left four hours later, and then nobody knows where he is at this point, Nancy.

GRACE: Jean Casarez, it`s like a fingerprint crime. Tell me about the girl. Her name is Stephany Tatiana Flores Ramirez. She`s 21 years old, daughter of a Peruvian businessman, race car driver, Ricardo Flores. That`s all I know about her, except she`s precious, she`s 21 and she`s Peruvian. That`s all I know.

CASAREZ: She was out with her friends that night, and she was going to go home. But she knew about this poker tournament at the hotel, and she liked that, too. So she just made a stop at the hotel to look and maybe play at the poker tournament. That`s where it`s believed, authorities say, she met Joran Van Der Sloot, who was at the poker tournament also.

GRACE: Ellie Jostad, it`s almost identical, except for the location, to what happened to Natalee Holloway. Holloway`s her friends. She`s out at a casino.

ELLIE JOSTAD, NANCY GRACE PRODUCER: Right.

GRACE: It`s right before they all go back home from their high school senior trip to Aruba. They`re drinking. I`m sorry -- I`m getting a lot of feedback in my ear. So Ellie, take it from there with the similarities.

JOSTAD: Right. Nancy. Right. Well, Natalee Holloway first met Van Der Sloot at the Holiday Inn casino. We got video back in those days of them sitting at a table, she with a group of friends, playing cards. Then later that night, they reconnect at Carlos `n Charlie`s. And as you said, Nancy, at some point in the night, Natalee separated from her friends, last seen with Joran Van Der Sloot, last seen alive with him.

GRACE: And to you, Rupa Mikkilineni, our producer on the story. Rupa, where do "roofies" fit in, the date rape drug?

RUPA MIKKILINENI, NANCY GRACE PRODUCER: Right, Nancy. We have Miss Flores, the victim`s father, saying that -- and police are not confirming this, but apparently, he`s heard from police -- saying that wrappers of the roofies or pills, date rape drug, were found in his daughter`s SUV. This is the vehicle used by Joran and his daughter to drive back from the casino back to his hotel.

GRACE: We are taking your calls live. Out to Valerie in Indiana. Hi, Valerie.

UNIDENTIFIED FEMALE: Hi, Nancy.

GRACE: Hi, dear. What`s your question?

UNIDENTIFIED FEMALE: I was wondering if -- since he was in jail that last time -- he seemed to be too comfortable. Has he done this in his own country, made a kill (ph) before, maybe four or five times? Because he`s too comfortable about it.

GRACE: To Pat Brown, criminal profiler, author of "The Profiler: My Life Hunting Serial Killers and Psychopaths." That issue has been brought up many times, including by the father of young Stephany Tatiana, the victim in this case, found stabbed, wrapped up in the rug out of Joran Van Der Sloot`s hotel room. He`s taken off. He`s apparently crossed the border, we believe, into Chile. We can`t find him right now. A manhunt is ongoing for judge`s son Joran Van Der Sloot, the chief suspect in the murder of American beauty Natalee Holloway.

What can you tell me, Pat Brown? Her father seems to think he`s killed many times.

PAT BROWN, CRIMINAL PROFILER: Well, I don`t know that I agree with that, Nancy. I think he is a very arrogant psychopath. I think he`s a sexual psychopath, and I think he`s a serial date rapist who kills if somebody says no in the middle of raping them. I think that`s what`s really true her. And by the stabbing that we see in this crime, it really that`s what`s going on.

UNIDENTIFIED MALE: Now he is accused in another murder.

UNIDENTIFIED MALE: Another young woman, this one vanished in Peru.

UNIDENTIFIED MALE: The victim`s father says Van Der Sloot was seen on surveillance tape leaving a casino with 21-year-old Stephany Flores Ramirez. Police say the two later entered Van Der Sloot`s hotel room.

UNIDENTIFIED MALE: They`ve gathered some evidence from that apparently grisly crime scene, where she apparently allegedly had been beaten and stabbed and was in a puddle of blood.

UNIDENTIFIED MALE: Tonight, multiple countries on alert.

UNIDENTIFIED MALE: Interpol has become involved now.

UNIDENTIFIED MALE (through translator): I would like to tell the family of the girl who died in Aruba, who was murdered, that this time, he won`t be able to walk away because we`ll make every effort to detain him and make him pay.

GRACE: Oh, it`s a completely different ballgame this time. If you are just joining us, judge`s son Joran Van Der Sloot, the chief suspect in the death of Alabama girl Natalee Holloway, now suspected of killing again, this time in Peru. But this time, if the allegations are true, Joran Van Der Sloot killed a Peruvian girl in Peru. They`re not going to let this slide the way Aruba let it slide when an American girl was killed on their turf. Oh, no! It`s going to be different this time. As we speak, a manhunt ongoing for judge`s son Joran Van Der Sloot.

To Joann in California. Hi, dear. Oh, it`s Joan in California. Hi. What`s your question, dear?

UNIDENTIFIED FEMALE: My question is, who`s financing this kid`s trip around the different cities and world? And can Interpol check all the cities this kid`s been in to see if there`s any other unsolved murders?

GRACE: You know, Joan, I would not be surprised if he has left a trail of victims behind him because if you take a look at it, Joan, all along, Natalee`s father told us that he believed a date rape drug had been used on Natalee Holloway -- all along. And now his theory has manifested in the death of Stephany Tatiana Flores Ramirez, a 21-year-old Peruvian girl, stabbed to death, her body found just hours after meeting up with Joran Van Der Sloot, wrapped in a rug from Joran Van Der Sloot`s own hotel room.

Jean Casarez, legal correspondent, "In Session" -- I`m hearing in my ear it was a blanket, not a rug -- do you believe that evidence will be found on it, such as DNA linking it back to Joran Van Der Sloot?

CASAREZ: Well, I`m sure. And this is what we`re understanding. The autopsy is ongoing tonight. The family is set to have a wake tonight for their beloved one...

GRACE: It`s actually right now, Jean. It`s 8:00 PM EST.

CASAREZ: That`s right. And last we heard, they did not have the body yet because the autopsy was ongoing. So I`m sure at any moment, as soon as they have possession of that body, the wake will ensue. But the body has been, as they say, in autopsy tonight.

GRACE: Unleash the lawyers. Joining us tonight, in addition to Jean Casarez, who`s not only a lawyer but a reporter, Eric Chase (ph), international lawyer, LA, Paul Henderson, chief prosecutor, San Francisco district attorney`s office. Also with us, Hugo Rodriguez, defense attorney and former fed with the FBI. Gentlemen, thank you for being with us.

From my understanding of the system in Peru, if he is apprehended, he will likely go to a jail called Lurigancho. And it`s horrible, horrible conditions. What do you know, Hugo?

HUGO RODRIGUEZ, DEFENSE ATTORNEY: Mr. Van Der Sloot is in for a whole different animal now. He is a foreign national in a foreign country. Interpol will set up a task force, and they will seek him out. He will be detained because he`s a foreign national, whether he goes to Argentina, Chile or whatever. Mr. Van Der Sloot is probably trying to get to a Dutch territory, where he has some rights, such as Suriname. And if you notice, he is probably getting to the coast because he will not be able to travel via airport or on land. I understand he doesn`t speak much Spanish. He is in -- he will be caught. It`s only a matter of time.

UNIDENTIFIED MALE: Breaking news. Natalee Holloway suspect Joran Van Der Sloot is wanted for murder in Peru.

UNIDENTIFIED MALE (through translator): How do you know she`s dead, Joran?

UNIDENTIFIED MALE (through translator): We know he is in Chile, but we don`t have the exact location.

TWITTY: Just totally, totally dragged us all through hell with him, Mr. Joran Van Der Sloot.

UNIDENTIFIED FEMALE: Police say she vanished Friday, that her body was found in Lima today.

UNIDENTIFIED MALE: Van Der Sloot allegedly the last person known to be with Stephany before she died.

UNIDENTIFIED MALE (through translator): This man has disappeared. We don`t know if he`s still in Chile or if he`s on his way to Argentina.

HOLLOWAY: His pattern is the same pattern, try and lie and get his way out of it. He`s tried to avoid this justice system for a long time and...

GRACE: I`m just getting information that there may be a sighting out of Arica. All right, pull me up a map as soon as you can, Dana. Let me see where that is in relation to Peru. Am I seeing it there? No, I don`t see it. Find me a map that shows me where Arica is in relation to Peru.

For those of you that are just tuning in, Joran Van Der Sloot now on the run after being named chief suspect in the murder of a 21-year-old Peruvian girl, Stephany Tatiana Flores Ramirez. She`s the daughter of a Peruvian businessman, race car driver Ricardo Flores. Here is a picture of her.

Give me a nutshell again, Jean Casarez. What do we know about the time, the day, the manner in which Stephany Tatiana disappeared?

CASAREZ: All right, Nancy. First of all, Arica, which you just mentioned with Interpol -- it is the border area into Chile where they believe he crossed. All right, now let`s look at the timeline. We`re getting this from the victim`s father, who said that he spoke with police. He said early in the hours of Sunday morning that Joran Van Der Sloot first went to that casino a little bit after 2:00 AM. His own daughter left her friends and then went to the casino around 2:30. They left together around 5:16 and went to her car. They were in her car for about 39 minutes. That`s where those pills allegedly were found. They then went to his hotel, allegedly together to his room. And then he, authorities say and witnesses say, left about four hours later. She did not.

UNIDENTIFIED REPORTER: Breaking news in the Natalee Holloway case. Joran Van Der Sloot, the Dutch young man once considered the prime suspect in Holloway`s disappearance.

UNIDENTIFIED REPORTER: The 18-year-old was last seen in public leaving a bar with Van Der Sloot.

UNIDENTIFIED REPORTER: In interviews, Van Der Sloot denied accusations of rape and murder.

UNIDENTIFIED REPORTER: He also says I haven`t lost a night`s sleep over this.

UNIDENTIFIED REPORTER: Now accused of killing a 21-year-old woman in Peru.

UNIDENTIFIED MALE: He considers himself as a winner.

UNIDENTIFIED REPORTER: Who is the victim? 21-year-old Stephany Flores.

UNIDENTIFIED REPORTER: She`s the daughter of a prominent businessman in Peru, and she was found in a hotel.

UNIDENTIFIED MALE: Joran lied a couple of times, established lies.

UNIDENTIFIED REPORTER: She was seen going into Joran Van Der Sloot`s hotel room in the wee hours of the morning Sunday 5:00 a.m. after they had met at a casino just a few hours earlier.

BETH HOLLOWAY, NATALEE HOLLOWAY`S MOTHER: He`s just totally, totally dragged us all through hell.

UNIDENTIFIED REPORTER: He brought her back to the hotel, spent four hours in a room with her, and then left.

UNIDENTIFIED MALE (Through Translator): So once he`s captured we will be able to show that he is the killer and he won`t be able to walk away like he did in Aruba.

UNIDENTIFIED REPORTER: Police believe he`s in Chile right now on the lam, on the run.

HUGO RODRIGUEZ, DEFENSE ATTORNEY, FMR. FBI AGENT: Nothing like the conditions in the United States. Plumbing is atrocious. You know, they have a hole in a crown to take care of themselves.

GRACE: Repeat.

RODRIGUEZ: He will not be --

GRACE: I`m sorry. I did not hear you.

RODRIGUEZ: Plumbing, there`s no existence of it. They have a hole in the ground where they defecate. In addition to that --

GRACE: They don`t have commodes in the bathrooms?

RODRIGUEZ: Not that I`m -- not that I`m aware of.

GRACE: Welcome home, Joran Van Der Sloot.

RODRIGUEZ: He`s going to have a very difficult time.

GRACE: To you, Eric Chase, how can he be extradited? It`s my understanding as far as the death penalty goes in Peru, that it is only sought for treason in times of war.

ERIC CHASE, INTERNATIONAL LAWYER: That`s correct. It can also be sought for the killing of a police officer in Peru. The extradition, interestingly, is a political process. It`s not a judicial process.

In America it`s handled by the equivalent of a secretary of state, and that`s why it`s going to be handled by between Peru and Chile --

GRACE: An extradition?

CHASE: It`s all governed by a treaty.

GRACE: Wait a minute. Wait a minute. An extradition is handled by someone as high up as who?

CHASE: Well, it`s not the -- it`s not the secretary of state themselves that do it, but it`s their office.

GRACE: Their office.

CHASE: That`s in charge of making the arrangements. Yes. It`s a political process. The treaty is called for certain judicial reviews, but they`re very limited. And ultimately it`s the decision of the authorities, the politicians, as it were, to decide whether or not to extradite him. And of course, in this case, they will.

GRACE: And, of course, it also depends, Eric Chase, on which country he turns up in. Right now we don`t know where Joran Van Der Sloot has run to.

Paul Henderson, the chief prosecutor, San Francisco District Attorney`s Office. What we do know is that we think he crossed the border in a car. We believe that he took the girl`s car, took it about 50 blocks away from the hotel where she was found dead wrapped in a blanket from Joran Van Der Sloot`s own hotel room.

Fifty blocks away we find her car and in it wrappers to drugs commonly known as the date rape drug. GHB, Georgia, Home, Boy. It`s got a ton of slang terms for it.

So what`s the next step, Paul Henderson?

PAUL HENDERSON, CHIEF PROSECUTOR, SAN FRANCISCO DISTRICT ATTORNEY`S OFFICE: Well, here`s the next step. He is on the run. And let me tell you, because Joran has led a life of luxury and travel --

GRACE: Are you on a first name basis now, Paul Henderson? Joran?

HENDERSON: Absolutely not. Absolutely not. But I`m just well aware of his past and his history. And I know that his life as he knew it before of luxury and travel, that`s about to end.

There`s a big difference here with this case and the Natalee case, the Natalee Holloway case, before. And those two big differences are -- one, he`s an adult now and he`s going to be treated as an adult and you`ll see a difference in how he`s treated when they catch him and in how he`s sentenced and handled in the criminal justice system.

And the other big difference is that we have a body now, and that there`s a body that`s out there and available for an autopsy. We know the incident --

GRACE: That`s a good point.

HENDERSON: That makes a big deal of a difference. And those are the two things that are going to change this guy`s life forever.

GRACE: Well, and I can think of a third. His daddy is not around to protect him in the judicial system --

HENDERSON: Absolutely.

GRACE: -- the way he was in Aruba.

HENDERSON: Correct.

GRACE: Out to special guest Dr. Joshua Perper, the chief medical examiner of Broward County, author of "When to Call the Doctor."

Dr. Perper, thank you so much for being with us. I want to ask you about GHB, gamma hydroxybutyrate. The date rape drug. What does it do to you?

DR. JOSHUA PERPER, MEDICAL EXAMINER, AUTHOR OF "WHEN TO CALL THE DOCTOR": Well, basically, it affects to a great deal the memory of the person so people do not remember what happened to them during the period when they were intoxicated.

And second, it`s very easy for them to be involved in -- as victims in the rape because they are intoxicated like from alcohol. So it`s a combination of disability of the victim which can be raped and the fact that they do not remember basically what happened.

GRACE: Dr. Perper, how long would traces of gamma hydroxybutyrate, the date rape drug, stay in her system? If she were found -- let`s just give it on the outside, ballpark, four hours after the death. Would traces of GHB still be in her system?

PERPER: Yes. There will be. And the most likely, there would be relatively easy detectable.

GRACE: Doctor, what is it? What is gamma hydroxybutyrate? What is it?

PERPER: This is a drug basically which you just described the chemical composition which affects centers in the brain which relate to consciousness and memory.

GRACE: We are taking your calls live. Out to Kathryn Smerling, psychologist, joining us out of New York.

KATHRYN SMERLING, PH.D., PSYCHOLOGIST: Hi, Nancy.

GRACE: Doctor, thank you again for being with us. Doctor, what do you make of this? Many people, including myself, thought that Joran Van Der Sloot would strike again. However, I considered the fact that maybe he`s not that stupid as to kill again. But obviously he is.

SMERLING: Well, Nancy, you have to look at the context of his life. He spent his life partying with cards, with drugs, with sex. All of these involved with his unstable emotional abilities and his unstable emotional life will contribute to paranoia, to rage, to acting out, to the need for immediate gratification. All of which when he couldn`t -- which he couldn`t have make him very violent. And that`s part of his nature.

GRACE: Back to Rafael Romo, senior Latin American Affairs editor with CNN.

Rafael, explain to me, where is Arica? Where is that in relation to Peru? And how do you cross the border? How difficult is it to cross the border, say, from Peru to Chile?

RAFAEL ROMO, CNN SR. LATIN AMERICAN AFFAIRS EDITOR: It is not very difficult at all. This is a border town where you can cross to Chile and local media in Peru, Nancy, are now saying that he may have taken a bus from Lima, the capital, where after taking the car of the victim and then on a bus, he traveled from there to the border, and then from there, the trail is lost.

So we don`t know exactly if he stayed in Chile or if he proceeded to go on to Argentina and possibly Suriname, which is a Dutch territory. So that`s a question for Interpol agents who are now looking for him in all of those countries in South America, Nancy.

GRACE: And what we know about the body is the girl was stabbed, brutally beaten, this 21-year-old girl, a Peruvian girl. She was found in Joran Van Der Sloot`s own hotel room wrapped in a blanket.

UNIDENTIFIED REPORTER: Joran Van Der Sloot, the Dutch young man, once considered the prime suspect in Holloway`s disappearance, is now accused of killing a 21-year-old woman in Peru.

UNIDENTIFIED REPORTER: She was seen going into Joran Van Der Sloot`s hotel room in the wee hours of the morning Sunday, 5:00 a.m.

UNIDENTIFIED REPORTER: Police said Joran Van Der Sloot is the main suspect in the murder of this woman, Stephany Tatiana Flores Ramirez.

UNIDENTIFIED MALE (Through Translator): It has been the same MO, such a coincidence.

UNIDENTIFIED REPORTER: The 21-year-old victim reportedly discovered in a pool of her own blood, wrapped in a blanket.

UNIDENTIFIED REPORTER: Peruvian police say there is incriminating evidence linking Van Der Sloot to her killing.

UNIDENTIFIED MALE (Through Translator): He saw her in the casino, he took her from the casino, he took her and killed her.

UNIDENTIFIED REPORTER: But they also apparently has surveillance video from a casino that showed Van Der Sloot and this woman leaving together.

VAN DER EEM (Through Translator): How do you know she`s dead, Joran?

GRACE: We are taking your calls live. Out to Nicole in California. Hi, dear.

NICOLE, CALLER FROM CALIFORNIA: Hi, Nancy. How are you.

GRACE: I`m good. What`s your question?

NICOLE: My question is can the Aruban authorities or the three stooges can somehow they be held liable for possibly allowing him to again kill someone else if it`s found that we all know --

GRACE: You know -- you know, Nicole, I thought you were going to ask an obvious question, which a lot of people have already called in with. Will this affect the Aruban prosecution?

I can tell you the answer to that is no. If an angel descended from heaven and told them sitting on a stack of bibles that they were an eyewitness to the murder of Natalee Holloway, Aruban prosecutors are not going to do anything. It doesn`t matter.

Now as to your question, what about it, Jean Casarez? What do you make of it?

JEAN CASAREZ, CORRESPONDENT, "IN SESSION": You know, the only thing, Nancy, is if the death penalty was an option in Peru, and it doesn`t look like from what I`ve heard tonight it is. But if they could hang that over the person`s head and tell them, OK, talk to us about Aruba. This is your chance or it`s all over for you.

That is different from anything that`s ever happened to him before and possibly could elicit the truth.

GRACE: Well, in theory, I think you`re right, Jean Casarez. Absolutely right. But what incentive does Peru have to lighten the sentence for Joran Van Der Sloot in order to help Aruba?

Aruba doesn`t care.

CASAREZ: Yes.

GRACE: Aruba doesn`t care that Joran Van Der Sloot killed Natalee Holloway and walked for it. They don`t care. In fact, the more we covered what happened in Aruba, Natalee`s death, the higher the tourism rate went in Aruba.

Go figure. So they don`t care. They couldn`t care less about what happened to Natalee Holloway. Why people go to Aruba still to this day, I am stunned.

To Marc Harrold, former cop, Atlanta PD. Marc, weigh in. What are cops doing right now on this case. I`m talking about the Ramirez case?

MARC HARROLD, FORMER POLICE OFFICER, CITY OF ATLANTA PD: Well, they`re looking for him. They think they know basically that he`s close to that border. They`re looking for him. Interpol does great work and they have long arms. So he`s not a sophisticated criminal.

In this case, it looks like he`s panicked. There was a short window that he committed this crime. Doesn`t look planned. He probably did not have a plan. He might have some money with him and some cash. So that might help him a little bit. Depending on where he goes, there may be some language problems. I don`t know exactly which languages he speaks.

But they`re looking for him. And they want to -- they want to get him this time. And I agree with everything that`s been said. There`s no doubt that this is a different case because they have a body and some of the other factor.

The other difference here is that in this case, in the country where this occurred, the victim`s father is prominent -- a race care driver, prominent businessman -- which is complete opposite when things happened in Aruba and it was his father that had all the pull.

GRACE: To Ellie Jostad, our chief editorial producer. What do you know about the surveillance video, Ellie?

ELLIE JOSTAD, NANCY GRACE PRODUCER, COVERING STORY: Right, Nancy. Well, the Peruvian police have said that they have video of Joran Van Der Sloot with the victim both in that casino. They`re seen leaving together and they`re seen entering the hotel room together at about 5:00 a.m. Sunday morning.

So there`s video of them linking. They also say that they have sworn affidavits from a hotel guest and a hotel employee that placed the two of them together entering that room.

GRACE: Back to Dr. Joshua Perper, chief ME, Broward County, author of a brand new book in addition to "When to Call the Doctor." He has now written "When Doctors Kill."

Dr. Perper, we learned that the body was not only stabbed repeatedly, but also brutally beaten. What I don`t understand is if he had given her a roofie, a date rape drug, what, did he just beat her just for the heck of it? Because she would have already been practically unconscious.

PERPER: Well, perhaps she did not give enough or she didn`t get at all. It looks like she tried to defend herself. And if she indeed defended herself, there would be wounds, which you call defense wounds on her palms and arms in her trying to avert the attack.

And obviously, there`s going to be evidence which perhaps will link him directly to the murder by finding, for example, semen on the area or finding evidence of fingernail scratching which can be traced to him.

So this time there`s a great chance not just of circumstantial evidence but actually very solid forensic evidence.

GRACE: To Hugo Rodriguez, defense attorney, formerly fed with the FBI joining us out of Miami. I guess a defense would be that just because his sperm is in or on her body does not mean he killed her.

That`s going to be a tough one. A tough sell to a jury. But in Peru, you don`t have a jury. You have a panel of three judges. It`s a whole different ball game.

RODRIGUEZ: It`s a whole different ball game. We have three judges who are government oriented. We have a foreign national in a foreign country who`s killed a young woman in their country.

It`s a whole different story. He is going to have a real uphill battle. And the question is, who is going to finance that defense or he`s going to be in a lot of trouble.

You know, Nancy, when I`ve seen this young man Joran on TV, I thought he was the most arrogant young man I ever heard speak, but he`s also very stupid because he didn`t even bother to change his MO one little bit.

Nancy, does anybody there know anything about the reputation of the Peruvian government in situations like this especially if there`s DNA?

GRACE: To Rafael Romo, CNN`s senior Latin American Affairs editor. What do we know, Rafael?

ROMO: Well, even if Peru has had a history of corruption in the past, I think in this case, there`s a lot of pressure to solve this case as soon as possible because of the prominence of this girl`s father, Nancy.

DAWN: I actually have two quick questions. Were any of Stephanie`s friends with her when she encountered Joran? And also, did he introduce himself as Joran or by an alias? And also --

GRACE: Good question.

DAWN: And also -- I`m so excited I just forgot. And yes, if he introduced himself as Joran or if they were even with her at the time when she left with him?

GRACE: OK. Got it. What do you know, Jean? Were they there with her or had her friends already left?

CASAREZ: We think that her friends had already left. And of course we don`t know what he allegedly said to her because she was deceased. But here`s what we do know. The family of Stephany actually learned from authorities the identity of Joran, went to the Internet, looked him up, and then realized that he was the person that was the suspect in Natalee Holloway`s murder.

GRACE: I know her parents are beside themselves.
