[09:30:00] UNIDENTIFIED FEMALE: You know, we heard the jobs report earlier this hour though. It's the worst since 2010. I think that's a very positive point for Donald Trump to bring out and to win minorities throughout our historically a victim of liberal policies in the Obama economy.

So, he can win them, but it's going to mean stopping these comments about the judge.

UNIDENTIFIED FEMALE: You know, we need to be realistic, though, about these comments about the judge. We're letting Donald Trump totally off the hook on one hand because he's mad at the judge because the judge is presiding over a case where Donald Trump has an -- created fraud against, you know, a thousands of people with Trump University.

His behavior has resulted in the business community and in the marketplace in hundreds of Lawsuits against him for cheating colleagues, for fraud, for ripping people off that -- and he doesn't like getting caught. He doesn't like being subject to the judicial system. And that's why he's name calling the Judge.

So, if we don't like that kind of behavior one, you know, supporting one judge isn't going to do it. We really have to hold Trump accountable for the underlying behavior that he's being held accountable for in court.

UNIDENTIFIED FEMALE: I don't think it's wise for the Clinton community to bring up this lawsuit because in fact Bill Clinton was a part of Laureate University, which has many fraud accusations aimed at it. They happen to be abroad.

UNIDENTIFIED FEMALE: No, no, no, no.

UNIDENTIFIED FEMALE: The Brazilian government has looked into it.

UNIDENTIFIED FEMALE: This is Trump University.

BROWN: Nope, this is Laureate University.

UNIDENTIFIED FEMALE: He was the one.

UNIDENTIFIED FEMALE: This is Laureate University ...

UNIDENTIFIED FEMALE: ... this is Donald Trump business.

UNIDENTIFIED FEMALE: In which Bill Clinton was the chancellor and in which there were state department dealings with this University.

Yes, it is. He got $16.5 million from the University ...

UNIDENTIFIED FEMALE: We can take that on any time ...

UNIDENTIFIED FEMALE: ... far more than Donald Trump got from Trump University.

(CROSSTALK)

PAMELA BROWN, CNN ANCHOR: All right, it's quite a window into the next five months can you believe we still have five months to go of this? (Inaudible) and Hillary Rosen thank you very much.

UNIDENTIFIED FEMALE: Thank you.

BROWN: And still ahead on this Friday, Hillary Clinton goes straight for the jugular, but was her speech against Trump a missed opportunity?

(COMMERCIAL BREAK)

[09:36:13] BROWN: Hillary Clinton being praised today after a blistering speech against Donald Trump in a scathing wave of attacks, Clinton targeted Trump's leadership, his temperament, and his knowledge about world events.

(BEGIN VIDEO CLIP)

HILLARY CLINTON, (D) PRESIDENTIAL CANDIDATE: He is temperamentally unfit. We cannot let him roll the dice with America. I don't understand Donald's bizarre fascination with dictators and strong men who have no love for America. I will leave it to the psychiatrists to explain his affection for tyrants. Making Donald Trump our Commander in Chief would be a historic mistake.

(END VIDEO CLIP)

BROWN: But while Clinton hammered Trump's positions, did she miss a key opportunity to lay out her own in more detail?

With me now former USS Cole Commander Kirk Lippold, he is also a senior military fellow at Military Families United. Welcome to the show. We do appreciate you coming on.

So, this was dubbed a foreign policy speech, but to some, it seemed more like a fiery political speech aimed at Donald Trump. What was your take on the speech and was there anything you wanted to hear that you didn't hear?

KIRK LIPPOLD, FORMER USS COLE COMMANDER: Pam, I think it was first good morning and thank you for having me on. But I think it was truly a missed opportunity by Hillary Clinton. If you're going to tell that you're going to give foreign policy speech then give a foreign policy speech and lay out your vision on how you are going to keep America safe. When I really look at what it happened yesterday and you listen to which she had to say. It was contrived political theater, designed to create one liners for political ads for this fall. It did not lay out the vision that she really could have an opportunity to give the American people.

BROWN: But it's clear, her strategy was to make Donald Trump look weak when it comes to the nations' security and the safety of Americans. Do you think she was effective enough regard?

LIPPOLD: I don't think she was effective. All that she did was lay out a foreign policy speech that got totally lost in the background of the attacked that she went after for Donald Trump. Her advisers are telling her that she has to go after Donald Trump that she needs to attack him on what many perceived to be her strong point, which is foreign policy given her time at State Department as the secretary of state. That's going to be debatable on what she did and didn't do. You can't just tell her positives without also considering the negatives which have yet to be brought up?

She hasn't held the press conference to really discuss these visions and what she wants to do for America. So, it was a missed opportunity. You know, when you view the world through the lens of National Security like I do. I was really looking forward to hear some concrete details and they did not appear.

BROWN: Just to look on the flip side. Her supporters may say, "Look, she's been out there so much she was secretary of state, she has continue to talk about her own foreign policy views and, you know, this was a real opportunity for her go to after Trump. What do you think of that? I mean, what would you like to hear specifically that she hasn't already addressed up to this point?

LIPPOLD: I think what I would like to have seen is an overarching strategy that would be concurrent with what you develop as president called the national security strategy for the United States. She could have delved into how she wants to address some of the major threats that are facing us.

First and foremost, the $19 trillion of debt that is constraining us across the board in every instrument of national power, then look at how she's going to deal with Russia. It's not a military aggression in Ukraine. It was an invasion. In South China, she says she goes toe to toe with them. What difference has it made? None. There still building and militarizing the South China Sea. North Korea, continuing to build nuclear weapons and ballistic missile technology. Iran, still on a pathway toward a bomb, although in compliance with an agreement, in 10years, they'll have a free and clear hand to do what they want.

[09:40:01] So, these are not being addressed. These are some of the threats that are facing us. These are the issues she should have discussed in a foreign policy speech that she did not. Because she was more interested in mudslinging in an attempt to bring down her main opponent rather than building up what she could have done for her version to keep the United States safe. BROWN: All Right. Will Donald Trump he has his own form policy speak as well. So now, we have both Clinton and Trump who have gone out there to supposedly lay out their foreign policy views. How does -- what she said and what you know about her foreign policy stack up to Donald Trump's?

LIPPOLD: Well, I think what both candidates in fact are missing is that they have not really laid out a vision in my mind's eye where they say, "What is the overarching strategy for how the United State is going to go forward in the future." And then put in some of the implementing details to tell the American people how they're going to do that.

Let's face it. We're constrained by a budget. You can have a strategy that says, "Here's how we're going to defend the America."

What we can not afford an area called risk. We are not discussing what the risks are to the United States of America by having a $19 trillion debt where we can't pay in many ways for the military that we need to have some of the diplomatic influence that we need worldwide. To have robust economy that cannot only compete but can pull other nations up to be with ours, to be able to be the vanguard for freedom and for economic freedom around the world which is not going to occur if we don't solve this debt problem.

BROWN: All right. Thank you so much, Commander. I do appreciate it.

LIPPOLD: Thank you Pam.

BROWN: And still ahead on this Friday, possible charges after a 3- year-old boy falls into a Gorilla exhibit. The toddler's parent now waiting on word from the prosecutor's office.

(COMMERCIAL BREAK)

[09:45:53] BROWN: Well, charges could be announced as soon as Monday for the parents of a young boy who fell into a gorilla in closure last week.

Meanwhile, the Cincinnati Zoo plans to reopen the Gorilla World exhibit, including new taller fencing as the zoo "Reevaluate safety features."

Jessica Schneider is live in Cincinnati with more on risk Jessica.

JESSICA SCHNEIDER, CNN CORRESPONDENT: Yeah, Pamela, first things first. We just heard from the prosecutor. We thought we might hear something today about their decision on potential criminal charges. But they say they will wait until Monday afternoon at a 1:00 press conference to announce whether or not they will charge the parents or family members of that little boy.

So, while we wait, we're also getting new information about the zoo itself and the Gorilla World exhibit. It will reopen on Tuesday. And when it does, new barriers will greet the visitors there. If you take a look at the side-by-side comparison, you'll see that on the right, the rail that was in place on Saturday, at the time of the incident, it was a simple metal railing that was about 3 feet high, according to zoo officials.

On the left, though, you can see the new design. Zoo officials say it will be about 42 inches high. That's about six inches taller than before. And perhaps crucially, zoo officials say that it will have that knotted rope netting that they say no one will be able to get through.

Now, the zoo stresses that the previous barrier that was in place on Saturday when this incident occurred, they say it had been accredited numerous times by the Association of Zoos and Aquariums, and they also say that it had passed repeated checks also by the USDA. They say it was secure, but of course, with the incident taking place on Saturday, that little boy, 3-years-old, somehow managing to slip underneath the barrier and get into the gorilla enclosure.

The zoo officials said they had to act, and the new barrier will in fact be in place when that exhibit reopens on Tuesday. Pamela.

BROWN: All right, and we'll wait that press conference for Monday. Jessica Schneider, thank you so much for that.

And still ahead, Morgan Spurlock goes inside the world of Las Vegas high rollers. Will he hit it big? A preview of the new season of "Inside Man" is just ahead.

SPURLOCK: OK.
