RODRIGO DUTERTE, PHILIPPINES PRESIDENT: Your honors, in this venue, I announce my separation from the United States both in military (INAUDIBLE), both in military but economic also.

RIVERS: Let's talk about why that's important and very, very, very significant. So the Philippines is one of the few countries that the United States has a mutual defense treaty with. It's been one of the United States' strongest allies in Southeast Asia for some time now. Now, with that announcement, that would mean that the formal treaty, if it were to be a true separation as the president suggested, it would mean the formal treaty would be suspended and that would mean that any U.S. military presence on the island of the Philippines, on the many islands in the Philippines, would go away.

Now it's very important to note that this president is known for off the cuff comments. And it didn't feel, according to one person in the room, like he had planned to say this. So exactly what he meant to say, exactly how it would be practically implemented, remains to be seen, Carol. And in the past, his advisers, his ministers, his top level cabinet members have walked back comments he has made in the past that were a little bit offhand such as this one. But that said, this is an incredibly impactful comment from the president of the Philippines and one that could very well change the balance of power in the South China Sea, one of the hot spots in the world today.

CAROL COSTELLO, CNN HOST: It's a very strategic ally to have for the United States. So what is China saying if anything about this yet?

RIVERS: At this point we have not heard from the ministry of foreign affairs here in China but it's certainly something Beijing would probably be OK with. Beijing has been courting the Philippines support. Beijing has been the country really more than any other that have been really aggressive in the South China Sea, seizing territory, building artificial islands. And it had this first official state visit with President Duterte because the President Duterte has clearly signaled a shift wanting to move away from the United States and towards China. And so, while we haven't heard officially anything from China yet, Carol, you can bet this is something that they probably wouldn't be too upset to hear.

HILLARY CLINTON (D), PRESIDENTIAL CANDIDATE: That's part of my commitment to raise taxes on the wealthy. My Social Security payroll contribution will go up as will Donald's assuming he can't figure out how to get out of it. But what we want to do is to replenish the Social Security trust fund.

DONALD TRUMP (R), PRESIDENTIAL CANDIDATE: Such a nasty woman.

COSTELLO: It didn't take long for hash tag nasty woman to go viral.

Comedian Michele Wolf tweeted quote "nasty woman is probably the coolest thing Hillary has ever been called."

Actress Lena Dunham writes quote "retweet if you are a nasty woman and it's made your life a freaking pleasure."

Team Vogue using Trump's jab as a call to action for young female voters. Well, retweet if you are a nasty woman who is headed to the polls to vote for your rights.

And thanks to the internet, there is already a nasty woman t-shirt and tote bag for those who really want to own those things.

With me, CNN political commentator Ana Navarro and Stacy Washington. She is a Trump supporter and talk show host of "Stacy on the Right." Welcome, both of you. Good morning.

So Ana, did the nasty woman comment really turn off many women to Trump?

ANA NAVARRO, CNN POLITICAL COMMENTATOR: You know, I think it's one of these comments that lends itself to becoming a hash tag, to going viral, to becoming more than just what we heard. It happened with deplorable. It happened with that Mexican thing. It happened with topples trucks. Now it's happening with nasty woman. It's rather funny. And when you put it in comparison and kind of put it in context with

all the other things that Donald Trump has said about women, calling them fat pigs, calling them slobs, miss piggy, eating machine, saying Carly Fiorina was ugly, had an irritating voice, Megyn Kelly's menstrual cycle. I mean, you know, we could spend the rest of your show going through attacks he has made on women.

This one is frankly fairly tame. Either that or I'm just so completely numb to the things that come out of his mouth that I have time getting outraged. But I do think it lends itself to a great hash tag and, you know, a campaign slogan at this late time of the campaign.

COSTELLO: And Stacy, Donald Trump tried to appeal to women last night and he tried to answer effectively when it came to, you know, those women coming forward and accusing him of inappropriately groping them. He was asked about that and here's how he responded last night.

(BEGIN VIDEO CLIP)

TRUMP: Those stories are all totally false. I have to say that. And I didn't even apologize to my wife, who is sitting right here, because I didn't do anything. I didn't know any of these women. I didn't see these women. These women, the woman on the plane, the -- I think they want either fame or her campaign did it and I think it's her campaign.

[10:40:01] COSTELLO: So Stacy, was that effective?

STACY WASHINGTON, TRUMP SUPPORTER: I don't know. Was it? I don't have a problem with voting for Donald Trump because I'm pro-life and I want lower taxes. I want better policy over in the Middle East. And I certainly don't want someone who refers to blacks as super predators, people who need to be (INAUDIBLE. I heard statements about blacks not being good immigrants. And she said so many things that are comparably horrible to Donald Trump that they are pretty much in a dead heat for things that people say that are unacceptable.

The question is what are their policies? Hillary Clinton's policies will drive this country into the ground, there will be no new jobs, there's not going to be a whole lot of infrastructure. The money will be wasted just like Barack Obama's stimulus was. And what I see is someone who knows how to create jobs and how to have a fiscal policy that works. And that's not Hillary Clinton.

COSTELLO: But here's the thing, Stacy. Donald Trump is losing badly with women and pretty much every minority group. So if you like his policies he has got to attract those kinds of voters to the polls so that he can put those policies in place. He actually has to win. Here's something else he said last night that land itself to a hash tag. I will just play it.

TRUMP: We are going to secure the border. And once the border is secured at a later date we will make a determination as to the rest. But we have some bad hombres here and we are going to get them out.

COSTELLO: So Ana, what was your reaction to that?

NAVARRO: What was my reaction? Let's see. Well, first of all, I didn't know whether he had said hombre which means man or he had said hombro which means shoulder or he has said (INAUDIBLE) which means hunger. I guess he was trying to be cute. I don't know what.

Listen, at least now we know that Donald Trump has two Spanish words in his vocabulary. Hombre and taco. It's just one more thing that Donald Trump says. I almost feel like my capacity to react has been exhausted. Though I will tell you, I think with 13 percent approval rating, favorability rating for Latinos, I think a lot of us would agree that Donald Trump is a bad hombre and add loco, crazy, to that, too.

COSTELLO: So Stacy, you see what I'm saying? I mean, I'm sure Mr. Trump meant it to be funny, but it doesn't come off that way to all people.

WASHINGTON: (INAUDIBLE). I'm really surprised that the day after the debate, with all the policy positions that the candidates were questioned about, that we are talking about him saying the word hombre. So we are not concerned about Hillary Clinton lying last night that she supports the second amendment which she wants to obliterate gun manufacturer's rights to defend themselves or not to be sued when their products are used incorrectly by mass killers. We don't want to talk about the fact she said that she didn't have two public positions -- a public position and a private position and all the Wikileaks information that was not covered last night. Instead we are going to talk about the word hombre. Is hombre an actual insult in Spanish? I don't think so. It's not an insult.

If we want to get rid of people who are here who are committing crimes and killing people, there shouldn't be anyone who is against that. No one should be against keeping Americans safe. No one should be against protecting women and children from predators. So what's the problem? I don't see the problem.

COSTELLO: So Ana, why aren't we talking about those things more?

NAVARRO: Because this is more entertaining. Because this makes better copy. Because welcome to 2016 politics and 2016 elections. Actually, last night gave us the most policy to talk about. It was the most substantive debate we have seen of the three presidential debates. But Donald Trump makes these, you know, unforced errors, whether it's saying that he's not going to accept the election results, which should alarm and offend every American regardless of gender, nationality, anything. It should offend every single American.

You know, he goes and says stuff, you know, about bad hombres. He says nasty woman. And because of his behavior, his past behavior, the fact that he has been doing it all along, he has been so offensive and outrageous all along, we all immediately react to it because that's what we are going to be talking about today.

It's also, you know, the rigged elections is what we have been talking about for a week. And last night was his answer saying I'm going to keep you in suspense and I'm not going to concede the election, he kept that alive for another week.

WASHINGTON: OK. But it is OK when Al Gore said that he wouldn't concede and there was a recount in Florida. So when Democrats do something it's fine.

[10:45:01] NAVARRO: Stacy, I'm from Florida. I'm from Florida. And the problem is when Al Gore was competing --

WASHINGTON: That's really bad form. I didn't interrupt you. There were things I wanted to interject but I waited to let you finish. So please let me finish my thought.

NAVARRO: OK. Go right ahead.

WASHINGTON: Al Gore didn't concede the election. So in this case, he is saying if he doesn't feel like the results are completely in, then he is not going to concede. I don't think that's the big issue here. The election is November 8th. It should already happen and he hadn't concede, well then it would be a point of contention. But we are talking about a hypothetical in the future. Why not talk now about the issues that are facing Americans, namely what's going on in the Middle East? Our policy there is endangering the lives of millions of Muslims and people who live in the Middle East, women kidnapped and raped, people beheaded by ISIS and we are talking about whether or not hypothetically Donald Trump may or may not concede if he loses. We don't know if he's going to lose.

[10:50:08] COSTELLO: By all accounts Hillary Clinton won the third and final debate but what did voters really learn about a possible Clinton presidency? As "the Atlantic" put up this morning she jabbed and triggered but she risked no decisive action. In other words, there were no surprises, no decisive actions, she was just competent.

So let's talk about that. I'm joined by former Maryland governor Martin O'Malley, who is backing Hillary Clinton. Welcome, sir.

MARTIN O'MALLEY (D), FORMER MARYLAND GOVERNOR: Thank you, Carol. Good to be with you.

COSTELLO: Nice to have you here. So Clinton very much allowed Trump to defeat himself, but what did we really learn about her vision for the country?

O'MALLEY: Well, I actually thought that in this debate, Hillary Clinton did a better job of articulating that the bold policy vision and the differences that she has with Donald Trump. And this was the first debate where we actually talked about immigration. Hillary Clinton I thought did an outstanding job of underscoring the fact that immigration reform is important for all of us. Why? Because when you force 11 million people to live in the shadow economy, oftentimes off the books, that's drag on wages. It was the first mention we had of climate change which secretary Clinton rightly said is a huge business opportunity for us. She also --

COSTELLO: If you would, Governor, I just want to pause and ask you about immigration for just a second. Because if Hillary Clinton is elected president, she is still going to have many Republicans in Congress who really don't like her plans for immigration. You yourself have referenced Hillary Clinton as one of the polarizing figures from our past. So what did she say last night that makes you believe that she won't be a divisive president?

O'MALLEY: Well, I thought she really connected when she talked about that young dreamer, the young woman who is worried that her parents might be deported and the only nation she's ever known is our country. Hillary Clinton is a person unlike Donald Trump who believes that actually immigration's a strength for our country. That our diversity is our strength. She is a person who understands that yes, you have to secure the border but you also have to make sure that we do as America has always done in prior generations and that is to integrate newly arriving immigrants.

COSTELLO: And I think that some Republicans might agree with that. But again, she has to get this through Congress, right. Like President Obama tried to do and then President Obama issued an executive order and it ended up in the U.S. Supreme Court and it went down. So what can Hillary Clinton do differently than President Obama to push immigration reform through congress?

O'MALLEY: She's going to continue to pursue it. Look, there's a lot of things that done get done the first time you try. I was governor of Maryland and there were many important things we passed that took us two or three tries. Driver's licenses for new American immigrants. Marriage equality.

Look, you expect the president to be able to continue to stay at this work. And I will bet you are going to see the Democrats pick up seats in the Senate. Immutable rock that stands unchanged year in and year out. There's going to be changes in the Congress. There's going to be a redistricting coming up. I think the fever is actually going to break after this election. And you are going to find a number of Republicans that want to do common sense things like investments and infrastructure.

COSTELLO: Really?

O'MALLEY: Yes. I do.

COSTELLO: You think the fever's going to break?

O'MALLEY: I do. COSTELLO: Because some people think it's going to be worse.

O'MALLEY: I don't think so. Look, this is not the first time our country has gone through a period of polarization and great division. These times also change. And I believe that Hillary Clinton, of the two candidates on that stage, is the only one that has the ability and has proven it to be able to reach across the aisle. That's what she did in the United States Senate. And that's what she's going to do as president. And I believe the Republicans are going to have some reckoning with one another about the future of their party. But in the meantime, Hillary Clinton showed last night that she's about us. She talked to the issues that will affect our pocketbooks that will actually matter to families around their kitchen table, and she showed that she actually has the command, the fearlessness, the toughness to do this tough job. Donald Trump I thought once again disqualified himself as your own polling numbers showed.

COSTELLO: All right. I have to leave it there.

[10:57:49] COSTELLO: That's so awesome, right? That's the video posted by LeBron James as he and some teammates celebrate the Cleveland Indians' big win last night that put them into the World Series.

Let's bring in CNN Andy Scholes.

I'm excited. If it couldn't be the Tigers, I'm so glad it is the Indians.

ANDY SCHOLES, CNN SPORTS CORRESPONDENT: Yes I know you're from Ohio. So I'm sure you're excited. Carol, you know. And if you had told me Cleveland would be called the city of champions five years ago you probably would have had a nice laugh over that. But you know, Cavs NBA champs, now Indians American league champs. Certainly Cleveland (INAUDIBLE) party. They scored early in game five against the Blue Jays. That begin (INAUDIBLE) Carlos Santana crushes this solo home run. They had 2-0. That's all really the Indians needed to this one. The rookie starter a riot (ph) there who had only one big league start in his whole life coming into this one. He was lights-out. So was the Indian bull pen. They shut out the Blue Jays 3-0. They are not going to host game one of the World Series for the first time ever next Tuesday. They are going to face the winner between the Cubs and the Dodgers.

Now, the Cubs' bat finally coming alive after being shut out in the last two games in the national championship series. And most baseball players very superstitious. Andy Rizo has been in a terrible slump for the Cub. So he changed his bat. Look. He is using his teammate's Matt Szcar's bat. Guess what? Breaks right out of that slump, hits a solo home run in the game. Had three (INAUDIBLE) in the game. Will probably continue to use that bat as the series continues. Cubs win 10-2. Series now tied to 2-2. Game five tonight in Los Angeles.

Now, according to multiple reports, Raiders owner Mark Davis plans to officially file papers in January to move the raiders from Oakland to Las Vegas. Now, for all the fans that love traveling to see their teams play, pretty awesome. Last week the state of Nevada approved $750 million in public funding toward the nearly $2 billion stadium project that would put the stadium supposedly near the strip. Now Davis said he hasn't closed the door on anything yet but Oakland hasn't put anything together to keep the team in the bay area. The raiders need a three-fourths majority vote from NFL owners to green light the move to Vegas. But no matter what, Carol, David says the Raiders are going to be playing in Oakland for the next two years.

COSTELLO: I'm sure that will make Oakland fans feel a lot better.

SCHOLES: Right.
