THIS IS A RUSH TRANSCRIPT. THIS COPY MAY NOT BE IN ITS FINAL FORM AND MAY BE UPDATED.

[15:30:00] DONALD TRUMP, REPUBLICAN PRESIDENTIAL CANDIDATE: These are stupid, stupid people. And they're leading us right down the tubes. The corrupt system can also force brave national guardsmen from California to return the bonuses they were promised. Something that would never happen under a Trump administration. How about that one?

These people, we want your money back that we gave you years ago. This can only happen with this incompetent people we have running and people with no common sense. They're incompetent, but they have no common sense. They have no common sense. While the media and politicians celebrate in Washington, D.C., our inner cities crumble, innocent children are shot in the street and working families, who just want a raise, can't get a break.

The media isn't just against me. They're against all of you. That's really what they're against. They're not just against me. They're against what we represent. Like Hillary Clinton they look down on the hardworking people of the country. That's what's happened. The media is entitled, condescending and even contemptuous of the people who don't share their elitist views. This is all for power and money.

I see you and hear you. I am your voice. Remember I was on the other side of this equation for a long time. It was very comfortable. It was a very good side. Then I decided, you know, I'll tell you the bottom line, I love our country. And we were going bad. We were going bad.

I will never let you be the forgotten people again. We're the forgotten people. I will never let you down, I promise. When we win, your voices will boom through the halls of Washington and we'll be heard all across the world. This is bigger than Brexit, what's going on. This is bigger than Brexit. And, folks, get out and vote. Leave here and vote. Leave here and vote, or we have wasted a hell of a lot of time, energy, and in my case, a lot of money.

I'm not a politician, and I never wanted to be a politician. Believe me. I ran because this country has been good to me. I love America. I could not stand by and watch what was happening to our great country. I didn't want to do it. My only special interest is you, the American people. And we're going to solve the riddle of what's going on in Washington. It's time to clean up our nation's capital.

That's why I propose a contract with the American voter. It's a set of promises for what I'll do in my first 100 days. It includes getting rid of immediately Obamacare, which is a disaster. Even Bill Clinton admitted, Obamacare is the craziest thing in the world.

Quote, craziest thing in the world. Where people wind up with their premiums doubles and their coverage cut in half. Now, he may have had a tough evening when he went home. But that's right. And she wants to make it far worse. She wants to double down. She wants to make it bigger. It's going to destroy the American family and it's destroying American businesses, especially small business.

But you know what else? It's not working. It's no good. It's terrible health care. So crazy, you really can't use it, your deductibles are so high, you'll never get to use it. It's just one more reason why we have to win on November 8th. My contract with the American voter begins with a plan to end the rampant government corruption and put the special interests out of business.

We're going to do it. I understand it. I understand it. I understand it very well. I want everyone in Washington to hear, we all say together. If we win on November 8th, we are going to drain the swamp in Washington, D.C. we're draining the swamp.

Under my contract on my first day in office, my administration the following six measures to make our government honest once again. First, a constitutional amendment to impose term limits on all members of congress. Second, a hiring freeze on all nonessential federal employees. And that does not include the military, believe me. Third, a requirement that for every new federal regulation, two existing regulations must be eliminated. Regulations are putting us out of business. Fourth, a five-year ban on White House and congressional officials becoming lobbyists after they leave government service. They're making a fortune.

[15:35:00] They control government. Fifth, a lifetime ban on White House officials lobbying on behalf of a foreign government, how simple. And six a complete ban on foreign lobbyists raising money for American elections. On the same day, I will begin taking the following seven actions to protect American workers. Our jobs are being stolen. The single greatest jobs theft in the history of the world. That's what's happened to our country because of our politicians, and in some cases it's not just lack of intelligence. It's not just stupidity. In some cases it's because they're getting so much money from donors and special interests that they want to do it.

They don't care about our country. First, I will announce -- I love you, too. My intention to renegotiate NAFTA, the worst economic trade deal ever signed in the history of the world also, or withdrawal from the deal and we'll start something that's going to be much, much better.

Second, I will announce our withdrawal from the Transpacific Partnership. A disaster. A disaster. Third, I will direct my secretary of the treasury to label China a currency manipulator. They are. They know it. I have a great relationship with china. I've made a lot of money with China. But, you know, they know. They told me. That's how they do it. It's the single greatest tool they have, currency manipulator and they're grand masters. They do a good job. I'm not angry at China. I'm angry at our country

for allowing them to do it. Fourth, I will direct the secretary of commerce and U.S. trade representative to use every tool under American and international law to end foreign trade abuses that hurt the American worker of which there are many things. Fifth, I will lift the restrictions on the production of shale, oil, natural gas and clean oil. We will also put our miners back to work and we will develop clean coal.

Our miners have been treated badly. Clean coal. Improve vital infrastructure like the keystone pipeline. Seven, cancel billions in payment to U.N. climate change programs. Now, think of this, we paid billions and use the money to fix America's water and environmental infrastructure. Not throw it out the window. Additionally, on the first day, I will --

BALDWIN: Donald Trump speaking to the all-important battleground state of Florida. Early voting started today. He knows it. He was telling everyone in his rally, get out, go vote.

I have my panel back. And I think, A.B., let me just start with you. We sort of heard, he stayed on point in terms of those lines that really do well for him in Trump rallies. He was talking about Hillary's e-mails, rigged election, telling -- saying the media is crooked. I'm not saying everything is said is entirely truthful but it works for him.

[15:40:00] He also said he's winning. I just want to point out a tweet from his campaign manager, Kellyanne Conway who just just tweeted," Donald Trump concedes he's somewhat behind in the polls.: She points to an interview with Politico, and don't count him out. Winning is his thing.

A.B., do you think that there is an advantage to being perceived as an underdog?

A.B. STODDARD, ASSOCIATE EDITOR, REALCLEARPOLITICS: I do think Donald Trump should be telling people, we've got a fight ahead of us, let's get out there and get your friends to the polling places and let's vote. I think that it definitely mobilizes his base to talk about Hillary as corrupt --

BALDWIN: Does it add to it?

STODDARD: I heard something new today. He said that the media refuses to cover some of his events. That's not true. He basically said the polls are cooked. The polls are cooked and he's actually winning. And I think actually that is just a new escalation for him. He's telling these people that everything they're hearing is not true. And that he's actually winning, which is more of the rigging narrative, that every poll that you see that shows Clinton ahead is actually cooked.

BALDWIN: Well, he says he's winning -- Maeve, he says he's winning. Sean Spicer said how they're in a dead heat. Kellyanne Conway said over the weekend how they're behind. I'm confused. MAEVE RESTON, CNN NATIONAL POLITICAL REPORTER: I mean, you're

definitely hearing different things from the various camps. I think that Kellyanne Conway knows it's in Trump's interest to really rev up these voters, get them out there. And, you know, how you have the Republican party trying to be bullish, trying to lift all their candidates. I think that's what's so interesting about what we just heard, it was 15 minutes, once again, before Donald Trump started getting into his policies and what he would do in the first 100 days.

Talking about the rigged system and to your point just now, it doesn't expand his base at all. A lot of Republicans would like to see him talking about his actual policies so he does expand that base and does get people turning out.

BALDWIN: You can hear the applause. You can hear applause at rallies like that, but that is the question, can he add to the tent in time for election day. Gloria Borger, while we've been listening to Donald Trump, let me play everyone some sound, from the vice president just on the stump for Hillary Clinton. Here's what he said about Mr. Trump.

(BEGIN VIDEO CLIP)

JOE BIDEN, DEMOCRATIC VICE PRESIDENT OF THE UNITED STATES: Trump has so dumbed-down this election -- no, he really has. Think about it. That the press, they're decent people, all these folks out there. What are you going to cover? You're going to cover Hillary's explanation of how she pays for college or you're going to cover Trump saying that because he's famous he can go out and grope women? No, I'm serious. It's been so outrageous we've not covered any of the issues basically.

(END VIDEO CLIP)

BALDWIN: It's interesting how they both are also in a way pointing fingers at the media in very different ways. This also coming from a man who on Friday who said he would take Trump out behind a gym, Gloria Borger.

GLORIA BORGER, CNN CHIEF POLITICAL ANALYST: I think this is kind of visceral at this point with Joe Biden. He has made a career in terms of violence against women, violence against women act in congress. And I think that was when it became very personal for Joe Biden. Not that he didn't want Hillary Clinton elected before. Of course, he did.

But he was considering running on his own, if you'll recall. Once that videotape came out, you saw a change in Joe Biden. And he has come out of the box. That even for Joe Biden is kind of tough and strong. And I think that he -- they're going to continue to keep him in battleground states where he can appeal with his sort of populist message to voters. And rally the base for the Democratic party, which is exactly what you heard him do there.

BALDWIN: Gloria, thank you. Maeve and A.B. -- yes, quickly, go ahead. Quickly. RESTON: I mean, I just think that it does -- he is correct in the

fact we've been talking about so many things other than the issues and that really has frustrated voters out there. That's why so many of them are just going to stay home, because they don't want to be talking about this stuff.

BORGER: By the way, it's frustrated us, too.

BALDWIN: Yes. Ditto. Ditto all around. Ladies, thank you so much.

Listen, let's not just talk about the top of the ticket. Coming up next, fight for the control of the senate. It's razor-thin. Kelly Ayotte is in a tough fight for re-election in her home state of New Hampshire. Why she now says she made a mistake by calling Trump a role model.

[15:45:00] (COMMERCIAL BREAK)

[15:50:00] BALDWIN: Today Hillary Clinton in Massachusetts and Elizabeth Warren campaigning in the state of New Hampshire. They're not just pushing to get Hillary Clinton elected, they're also making a push to unseat the incumbent senator in that state, senator Kelly Ayotte. She is in a tight race to hang onto her senate seat as she tries to distance herself from the man at the top of the ticket, Donald Trump.

(BEGIN VIDEO CLIP)

KELLY AYOTTE, REPUBLICAN SENATOR, NEW HAMPSHIRE: Well, this race is really about who is going to be the independent voice for New Hampshire and, you know, I've stood up to my own party, and, you know, I'll stand up to the other side when I don't think it's right for New Hampshire. But to me, this is about who is going to stand up for New Hampshire no matter what and get things done for the people of this state.

You see it today because you've GOT Hillary Clinton in state governor Hassan will be campaigning with her. You see Hillary Clinton's super PAC spending millions of dollars attacking me because she knows that governor Hassan is going to be a rubber stamp for her. And they know, the powers that be, I'll stand up to him no matter what.

MANU RAJU, CNN SENIOR POLITICAL REPORTER: You're clearly making the argument you could be a check against

Hillary Clinton.

AYOTTE: I'll be a check against anyone who doesn't support the priorities and the people of New Hampshire.

(END VIDEO CLIP)

BALDWIN: Manu Raju, he's live in Manchester, New Hampshire where that rally was held a little while ago, but Manu not only did you talk to senator Ayotte, but you talked to governor Hassan who is trying to unseat her. What's her strategy? RAJU: She is really tying herself very closely to get to the top of

her ticket, this is actually what we are seeing in key senate races across the country where Republicans are running away from their party's nominee. Democrats are banking on the fact that Clinton could win and perhaps help take back the senate majority with her.

Now, she also, Maggie Hassan, pushing back on this notion that a divided government could be a check on Hillary Clinton. She said that is going to be a recipe for more gridlock. And Maggie Hassan also making the case that she trusts Hillary Clinton. She didn't say that a few months ago when I asked her, but today she had a different response.

(BEGIN VIDEO CLIP)

RAJU: When we talked last time, I asked if you trusted Hillary Clinton. Voters still don't trust her, don't find her honest. Do you find her trustworthy and honest?

MAGGIE HASSAN, GOVERNOR, NEW HAMPSHIRE: Yes, like many other people who have worked with her in her capacity as secretary of state, witnessed her in the situation room. They say they trust her as commander in chief. When you look at her whole record standing up for children and families, it's a record in which she's always looking out for people and causes beyond herself.

(END VIDEO CLIP)

RAJU: Now, Brooke, both sides see this race as incredibly tight right now, probably expecting to be spent over a $100 million in this state alone. And one reason why is that Democrats are trying to tie Kelly Ayotte to Donald Trump. You should see the airwaves littered with that attack.

BALDWIN: Manu, thank you.

Coming up next, the story behind this photo. We'll talk to this young woman who posed with Eric Trump wearing a t-shirt against his father. Why did she do that? We'll talk to her, live.

[15:55:00] (COMMERCIAL BREAK)

BALDWIN: It is not uncommon for candidates, their family, surrogates to take photos with folks at rallies. One picture is getting a lot of attention today, because Eric Trump posed in a photo with a woman wearing an anti-Trump shirt written in Spanish, "Latinos Against Trump".

After the photo, the woman, Annie Cardelle, wrote this on twitter, "No one at the rally realized by shirt said against Trump. Congrats you all played yourselves."

Annie Cardelle joins me now.

Annie, I do have to ask, is it possible that Eric Trump knew what your t-shirt said and just -- you came to, you know, his rally. He wanted to pose with you anyway?

ANNIE CARDELLE, POSED WITH ERIC TRUMP WHILE WEARING ANTI-TRUMP SHIRT: I don't think he actually saw my t-shirt. I think he was busy, he was taking photos with a lot of people. He might have just been on auto pilot and didn't notice. He was very nice to us. Everyone at the rally was really kind and nice. I think it's less about them not noticing and more about what I was protesting that Donald Trump's rhetoric against Latinos have not gone unheard in the Latino community.

BALDWIN: If you feel so strongly against Mr. Trump, why show up at his rally?

CARDELLE: It was really just to show that I know Donald Trump speaks a lot that he has the Latino vote, that he has the African American vote. And it was to come and -- this election has been very loud and brash in a lot of ways, and I wanted to come in just a quiet way with a t-shirt that just said my views on it very clearly that I, as a Latino woman, did not support Donald Trump specifically for his attacks against undocumented people and other Latino immigrants in this country.

BALDWIN: Do you think anyone else noticed?

CARDELLE: A reporter from the town noticed. I don't think anyone really noticed. I think they were excited to see Eric Trump speak, and again, everyone there was really nice. The twitter, it was a joke. We thought it was funny, he didn't notice. I don't it has to do with his education level.

I'm sure he understands Spanish, but again, it was really about to draw attention to the fact that Donald Trump has had such decisive language during this whole election season since the primaries, even against some of his own Republican comrades such as John Kasich who had a much more open discussion about immigration in this country. Donald Trump has really shown no compassion towards those issues.

BALDWIN: Annie, I'm out of time. I really appreciate it. Forgive me, but I appreciate hearing your opinion of a young woman who is going to vote. Thank you.
