CAROL COSTELLO, CNN ANCHOR: Flying this morning? It's time to check in with our 'Eye on the Sky' Air Traffic Expert Travelocity's Rally Caparas.
Rally, how's it looking out there this morning?

RALLY CAPARAS, AIR TRAFFIC SPECIALIST, TRAVELOCITY.COM: Good morning, Carol.

Well it's looking a lot better than it did yesterday at this time, especially out at Portland. Portland is scheduled to reopen its airport. Remember I told you they weren't going to open yesterday, even though they scheduled to? Well, that happened. There have been over, well, somewhere around 1,500 flights cancelled since Sunday into that airport.

And what's happened is they have scheduled the reopening during the mid-morning hours. Some flights have already been cancelled. America West and Alaska Airlines, despite the airport reopening, have cancelled all of their flights for today. So check online with your airlines, people, before you head out to the airports today. There will be many cancelled flights once again.

Now to the East Coast, the D.C. Metros, they'll see 30 to 45- minute arrival and departure delays this morning and that'll last into the afternoon hours. Low clouds, some light snow, poor visibility generally and then some departure flight de-icing will slow down your departure flights.

Atlanta Hartsfield-Jackson Airport this morning, 45-minute arrival delays, and that's going to stick around for a lot of the day into the afternoon. Low clouds, rain and poor visibility will stick around into the evening hours.

Chicago O'Hare, they'll see 30 to 45-minute arrival and departure delays. They, too, are seeing low clouds, some light snow at the airport. And then p.m. gusting winds will kick in this afternoon keeping those delays going.

And then finally San Francisco International, they are delay free this morning, but you can expect 45-minute arrival delays during the afternoon and evening as low clouds, rain and southeasterly winds kind of mess up the operations there.

Once again, Portland is still closed. They are scheduled to reopen sometime later this morning in the Pacific Time Zone. I'll be back tomorrow, I'm sorry, not tomorrow, I'll be sleeping tomorrow, on Monday morning with the latest "Eye on the Sky.' Carol, back to you.

COSTELLO: How could you forget it's Friday -- Rally?

CAPARAS: I can't. The Patriots are playing tomorrow.

COSTELLO: It's going to be four degrees.

CAPARAS: Better them than us, right?
