KYRA PHILLIPS, CNN ANCHOR: Still no deal with Turkey, so the American military is looking at alternatives. The U.S. wants to put thousands of troops on Turkish bases, poised to invade Iraq from the north, but the two countries have yet to agree on a price. The U.S. says it has made its final offer.
(BEGIN VIDEO CLIP)

COLIN POWELL, SECRETARY OF STATE: I reaffirmed to them yesterday morning in a phone call to the prime minister that our position was firm with respect to the kind of assistance we could provide with respect to the level. There may be some other creative things we can do, but the level was our ceiling. And I know that they are in consultation now within their government, within their council of ministers, and I expect to hear back from them before the day is out, but I have nothing further to report.

(END VIDEO CLIP)

PHILLIPS: CNN's Jane Arraf has more to report. She is live in Turkey -- hi, Jane.

JANE ARRAF, CNN CORRESPONDENT: Hi, Kyra. Well, Turkey's parliament, which was to approve this move for U.S. combat troops to be based on Turkish soil has actually just gone home for the weekend without addressing the matter.

Now, it's a sign that this really is complicated, and possibly increasingly complicated. Despite requests, if you will, by U.S. officials that a decision be made and announced by the end of this evening, it looks like that's not going to happen. Turkish officials say they're trying to come to an agreement but they're just not there yet -- Kyra.

PHILLIPS: All right, Jane Arraf, live from Turkey, thank you.
