Bush Pushes AIDS Package Despite Opposition From Conservative Groups

JUDY WOODRUFF, CNN ANCHOR: President Bush today urge the Congress to back his multi-billion dollar plan to fight the spread of AIDS around the world.

GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES: There are only two possible responses to suffering on this scale. We can turn our eyes away in resignation and despair. Or we can take decisive historic action to turn the tide against this disease and give the hope of life to millions who need our help now. The United States of America chooses the path of action and the path of hope.

WOODRUFF: The president's broad goal has widespread support, but some conservatives in Mr. Bush's own party say the devil is in the details, such as the legislation's emphasis on condom use. The $15 billion AIDS initiative is based on a program in Uganda known as the ABC Approach, emphasizing abstinence first, then being faithful and finally, the use of condoms.
Ken Connor of the Conservative Family Research Council had this to say about the bush initiative, quote, "The AIDs lobby will be very happy, the homosexual lobby will be very happy, the condom crowd will be happy," end quote.
