JOHN KING, CNN ANCHOR: California is a mecca for extreme sports and nowadays for extreme politics, as anyone who has been following the recall free-for-all can see.
With that in mind, Arnold Schwarzenegger seems to be campaigning against a fitting backdrop this hour, an athletic competition outside Los Angeles.

We get the latest now from CNN's Miguel Marquez -- Miguel.

MIGUEL MARQUEZ, CNN CORRESPONDENT: Yes, it is an athletic contest here, but it's something that Arnold Schwarzenegger has been involved with for many, many years, since its inception. It's the Inner City Games program here in Los Angeles, something that he helped launch nationwide back in 1995.

Youth programs is certainly a big thing that he has talked about so far. I mean, he announced yesterday. Today, he's kind of making the transition into candidate mode. And now he's starting to talk sort of issues. The one issue he seems very comfortable on so far, because he's been involved in it, are youth issues, youth initiatives and youth programs. And it's something that he addressed at this press conference a short time ago.

(BEGIN VIDEO CLIP)

ARNOLD SCHWARZENEGGER (R), CALIFORNIA GUBERNATORIAL CANDIDATE: And I promise you, I promise you, if I get elected to be governor of this great state, I will continue on my crusade in this state and across the country to make sure that after-school programs will be available in every public school in the whole United States.

(CHEERING AND APPLAUSE)

(END VIDEO CLIP)

MARQUEZ: Although he's saying every public school in every state, maybe he's not quite running for governor. It maybe sounds more like a presidential campaign. But that's something that he's going to be working out in the next few days. He's promising to come up with other issues, issue programs for the budget and for the economy here.

We're here in Norwalk, California, where he will be back tomorrow, we understand, to register, to officially file his papers here, so that he can become an official candidate for governor of California -- back to you. KING: Miguel Marquez live in Norwalk, California.
