MILES O'BRIEN, CNN ANCHOR: He came in a far, distant second in the race to replace, but at least California's lieutenant governor is still employed. Cruz Bustamante says he's ready to roll up his sleeves and get to work with the governor-elect. CNN's Bob Franken on the Cruz watch today. Hello, Bob.
BOB FRANKEN, CNN NATIONAL CORRESPONDENT: That's what you say on the day after that person has won the election, everything is sweetness and light. That's what you can expect to happen. Cruz Bustamante, of course, was somebody who was hurt a little bit by the fact that -- and he'd be the first to say this -- that he doesn't have flash. But he's a strong inside player. And the word around Sacramento is going to be, when Arnold Schwarzenegger is trying to do his political deals, you better watch his back.

(BEGIN VIDEO CLIP)

LT. GOV. CRUZ BUSTAMANTE (D), CALIFORNIA: Arnold, you're very famous for making movies all over the world. I want you to feel free to continue doing that. Go where you'd like. Feel free to stay as long as you'd like. I'll be here keeping an eye on things.

(END VIDEO CLIP)

FRANKEN: Miles, I think it is fair to say that Arnold Schwarzenegger should take very little assurance from that.

O'BRIEN: I think tongue was firmly and cheek on that one. But in all seriousness, what this points out, not just his lieutenant governor, but the entire legislature there, not a lot of friendlies there, so to speak.

FRANKEN: No, it's not going to be something where Arnold Schwarzenegger will be able to come in and somehow come up with a program where he'll reconcile the fact that he's promised to maintain levels of education funding, environmental funding. He's promised in effect not to raise taxes. He's promised, of course, to get rid of the car registration increase.

The Democrats are not going to make that easy for him to do. If they're going to play ball at all, they'll make sure he feels a lot of pain when they do play ball with him.

O'BRIEN: Oh, it's going to be rather entertaining. I suspect he'll have to stay pretty close to the Sacramento fires, isn't he?

FRANKEN: It's interesting. I mentioned before that Cruz Bustamante is a long-time inside player. Arnold Schwarzenegger is not. It's a whole different game inside. We'll find out just how sharp his elbows are.

O'BRIEN: Interesting. Thank you very much, Bob Franken.
