ANNOUNCER: Robbie Smith from Penney Farms, Florida asks: "What is the process of adding an amendment to the Constitution?"
GRETA VAN SUSTEREN, CNN LEGAL ANALYST: The U.S. Constitution provides the process for amending the Constitution. You find that process in article V. In short, it states that whenever two-thirds of both the U.S. House and U.S. Senate propose and pass a new amendment, that amendment must then be sent to the states for their consideration. Three-fourths of the states have to agree, and thus pass the amendment before it becomes part of the Constitution.
