BILL HEMMER, CNN ANCHOR: Every morning right about this time, or earlier, or almost every morning, reporters at the White House will hold what's called a gaggle with a leading White House spokesperson, normally in this case, Ari Fleischer.

Major Garrett fresh from that to give us the direction for the message for the White House later today.

Major, what's being said?

MAJOR GARRETT, CNN WHITE HOUSE CORRESPONDENT: All right, Bill, a quick schedule update. The White House announcing the president will travel to Atlanta, Georgia on Thursday to deliver that speech to the nation on homeland security issues. The President also going to meet here later on this afternoon with the key leaders from Congress on the appropriations or spending committees. The message from the president will be, we've spent enough this year, even though many congressional Democrats and Republicans are pushing for more spending with the war on terrorism. Domestically, the president will say, we've budgeted enough, we don't need anymore, hold the line on spending.

Ari Fleischer also took several questions on the reference the president made in his speech earlier this morning via teleconference to Warsaw, Poland, to a conference there on counterterrorism. The president at one point said, we will not wait for more innocent deaths. We will not wait for the authors of mass destruction -- mass murder rather, a reference to Al Qaeda and Osama bin Laden, to gain the weapons of mass destruction.

Ari Fleischer was asked if there is any fresh evidence the U.S. has of not only an attempt, but an act of willingness or effort on the part of Al Qaeda or Osama bin Laden to obtain weapons of mass destruction be it nuclear, chemical or biological. All Ari Fleischer would do is refer to previous statements from public officials and public documents, outlining Osama bin Laden and Al Qaeda's intent to acquire weapons of mass destruction. No fresh evidence that that is actively going on -- Bill.

HEMMER: Thanks for the update.
