BILL HEMMER, CNN ANCHOR: Can the standoff between Washington and Ankara be overcome? Well, the leadership in Turkey this morning says it wants a guarantee in writing.
Jane Arraf joins us now from Ankara.

Good morning, Jane.

JANE ARRAF, CNN CORRESPONDENT: Good morning, Paula.

Well, Turkey does look like it's gearing up to make this decision, but it's certainly going to do it by it's own deadlines. In the middle of the snowstorm, the Turkish parliament is meeting, but they're not discussing the American troops; they are talking about taxes. Still a possibility, though, that this session of parliament could go over into tomorrow and actually bring this to a vote.

But no matter what, Turkey is making clear that even if these ships are at the Turkish coast, with combat troops, it still has to go through everything it has to go through to approve this, and that's a lot of politics still ahead -- Paula.
