BILL HEMMER, CNN ANCHOR: A day after the Bush administration delivered its roadmap for peace, Secretary of State Colin Powell now on his way to the Middle East, delaying a meeting, though, with the new Palestinian prime minister. This morning, the secretary of state in Madrid to talk with a coalition partner in the country of Spain.
Andrea Koppel's traveling there with the secretary of state.

Good afternoon, Andrea.

ANDREA KOPPEL, CNN CORRESPONDENT: Good afternoon to you, Bill. That's right, Secretary of State Powell is now in the building behind me, which is really an 18 century estate of a former Spanish nobleman. He's meeting with the Spanish foreign minister Anna Pelosi (ph). You can bet that the Spanish foreign minister will be talking to Secretary Powell about the prospects of another Middle East peace conference, perhaps here in Spain.

Remember, after the first Gulf War, Spain hosted what became known as the Madrid peace conference, which really kickstarted the Israeli-Palestinian peace process.

As far as Secretary Powell's agenda here in Madrid, he is really here to say thank you in person. Spain, if you remember, was one of only four countries that were part of the small coalition of willing at the United Nations, pushing for that second U.N. resolution. Britain and Bulgaria were the other two. Spain really, Prime Minister Aznar stood side by side by President bush at the Azores Summit.

And this really is in an opportunity, just in the few weeks since the war ended, for the United States to say very, very publicly that Spain is a close ally. Even though it didn't have troops in the region during the war, they now have about 900 humanitarian workers on the ground. Powell also, Bill, is going to be talking with the foreign minister about her recent trip to Syria and Jordan -- Bill.
