BILL HEMMER, CNN ANCHOR: More now on the attacks in Iraq. Two American soldiers killed in Baghdad in separate clashes; three total over a 12-hour period.
Our Baghdad bureau chief, Jane Arraf, now tracking all of that live in the Iraqi capital.

Jane -- good afternoon there.

JANE ARRAF, CNN BAGHDAD BUREAU CHIEF: Good afternoon, Bill.

Well, that news is overshadowing what normally would have been a pretty big event. It's the opening of the first Baghdad city council. Now, these are representatives who are elected in a fashion, each of them from different neighborhoods. And U.S. officials have been calling this a historic step.

Now, you can probably hear those helicopters overhead. They've been flying overhead all day long, an indication that it is far from normal still in Baghdad with those three U.S. soldiers' deaths in the past 24 hours, and confirmation now that four U.S. soldiers were wounded when they came under rocket-propelled grenade attack in the troubled down of Ramadi, west of here, that town, of course, where Iraqi police were killed over the weekend when a bomb was thrown at them.

To help counter that, U.S. officials, the former New York City police commissioner, an advisor to the Interior Department here are announcing a reward, at least $2,500 for the conviction of anyone plotting attacks on Iraqis working with the coalition forces -- Bill.

HEMMER: Jane Arraf live in Baghdad -- Jane, thanks for that.
