BILL HEMMER, CNN ANCHOR: In California, countless questions on this recall. The No. 1 question that remains is this, when will voters be able to vote? As of this moment, the recall is postponed away from October 7th. But that same appeals court is asking for written arguments later today. Well consider it, Bob Franken back in L.A., with more on the bouncing ball from the Golden State.
BOB FRANKEN, CNN CORRESPONDENT: Good morning, Bill.

I'm going to start off with a legal term, a semi-legal term, time's a-wastin'. It's less than three weeks before the election and the appeals court has said the three-judge panel's ruling that the election should be delayed needs to be reconsidered, not by the Supreme Court, as the losing parties were threatening, but by the same appeals court.

So this afternoon they will get briefs about whether a so-called n'bonk (ph) hearing should be conducted. What that translates to is a full eleven-judge panel of the appeals court over whether to reconsider that ruling. Whatever that decision, it's bound to go to the Supreme Court. It's going to all happen quickly, particularly in legal speed, which is usually glacial. This is going to be at warp speed in legal terms.

Meanwhile, the candidates, having nothing better to do, continue to be candidates, and that means that Arnold Schwarzenegger continues to defend comments he's made over the years about women. And you might remember that he made some comments connected with the filming of the latest "Terminator" movie, which he talked about a woman and her had in the toilet. Well, the exasperated Schwarzenegger tried to explain that one.

ARNOLD SCHWARZENEGGER (R), CALIF. GOV. CANDIDATE: What I said was in "Terminator," we had this unbelievable fight scene, me against a female terminator. And what was great about it was because we could do things because we are two machines. Therefore we could get away with all kinds of fight scenes where we were hitting each other, trying to destroy each other, me picking her up upside down and stuffing her down the toilet, because she was a machine. She wasn't a woman. She was a machine. That's what I was trying to explain. Do you get it? It has nothing to do with women or anti-women. I love women. Trust me, OK.

(LAUGHTER)

FRANKEN: Well, bill, I hope that's clear.

HEMMER: Kind of, sort of. Who knows what's going to happen today? Well, listen, we do know part of what's going on today. These questions for this debate that's a week away have been released. Have you seen them? And if so, is there a theme that you've picked out in the questions?

FRANKEN: Well, it's kind of remarkable that broadcasters would abandon the normal journalistic principle and submit the questions in advance, but they've done so for the debate that Arnold Schwarzenegger did agree to attend, and they're such hard-hitting questions as, what do you expect to accomplish in the time remaining on Gray Davis' term that he could not? The candidates have a week to figure out the answer to that one -- Bill.
