CAROL COSTELLO, CNN ANCHOR: After two days of lobbying in New York for international help in Iraq, President Bush returned to the White House empty-handed, but the high-stakes diplomacy does continue. This weekend, Mr. Bush will meet with Russian President Vladimir Putin at Camp David.
CNN White House correspondent Suzanne Malveaux is live at the White House with more for us this morning.

Good morning -- Suzanne.

SUZANNE MALVEAUX, CNN WHITE HOUSE CORRESPONDENT: Good morning, Carol.

Well, President Bush is actually going to be hosting Vladimir Putin for two days in a summit at Camp David. Russia, as well as France and Germany, all want a more critical and vital role for the U.N. to play in Iraqi reconstruction. It is still being worked out, the language of that U.N. Security Council resolution. The whole strategy of the White House is to try to find broad enough language to get that consensus, the 9 votes needed out of the 15 from the U.N. Security Council.

Also, the president, we are told by White House officials this morning, that he is going to be visiting Buckingham Palace in late November with the first lady. It's going to be an official state visit. They're going to get the royal treatment, so to speak. But it's also a chance, officials say, for the two leaders, staunch allies, Mr. Bush and Mr. Blair, to sit down, to talk about where they are when it comes to Iraqi reconstruction, as well as the situation in Afghanistan, in the Middle East, and also ways of trying to generate more international support for the effort -- Carol.
