Schwarzenegger's Transition

BILL HEMMER, CNN ANCHOR: Arnold Schwarzenegger promises to reach out to Republicans, Democrats and independents alike. For his part, Governor Gray Davis pledged to cooperate in making the transition to a new administration.
What happens next in Sacramento? Good question.
Miguel Marquez joins us live now from outside the state Capitol with more from there.

MIGUEL MARQUEZ, CNN CORRESPONDENT: Typically, a California governor has about 60 days of transition. They're elected the beginning of November and they take office on January 1.
In this case, we might have about 30 days or so. It's not entirely clear yet when governor-elect Schwarzenegger becomes Governor Schwarzenegger. But here's a primer on how it's supposed to work.

MARQUEZ (voice-over): California's 58 counties will have 28 days to canvas, or count the vote. This includes counting absentee ballots, write-ins and a doing a randomized manual hand count of a small sample of ballots. All the county registrars then have seven days to report the count to their boards of supervisors. Then California's secretary of state has four more days to certify those numbers -- finally, the swearing-in. It's winner's choice, one to 10 days at the most to take the oath of office.

MARQUEZ: Now, the secretary of state last night said that, in the last 33 elections, the 58 counties of California have taken all 39 days. So then the only question out there, does Mr. Schwarzenegger want to be sworn in one day after that certification takes place or 10 days? If it's one day, then we have November 16 as the date. If it's 10 days, then we have November 25 as the date. That's two days shy of Thanksgiving -- back to you.
