BILL HEMMER, CNN ANCHOR: How'd you like to campaign in this weather? Manchester, New Hampshire, real temperature on the ground minus three, wind chill minus 17. They're going up to four degrees today. The coldest weather in a decade now hitting the Northeast and really those bitter temperatures could drop even further, we're told.
Outside here in Manhattan, New York City, a couple of inches on the ground and it feels like three degrees below zero. Upstate, meanwhile, in Buffalo, about one degree above zero. It feels like nine below. Portland, Maine, further up the Northeast, an icy 10 below zero. It feels like 27 below with the wind chill.
Adaora Udoji, we owe her a huge thank you.
SOLEDAD O'BRIEN, CNN ANCHOR: Thank you.
HEMMER: Braving the bitter cold in Boston -- good morning.
ADAORA UDOJI, CNN CORRESPONDENT: Good morning, Bill.
You laugh when you talk about that wind chill, but let me tell you, it's absolutely no joke. And to add insult to injury, as you said, I mean there's a light dusting of snow here in Boston. In other parts of the State of Massachusetts, there is up to five inches of snow. But, again, the real concern are the frigid, chilling, arctic temperatures in upper New Hampshire. In northern New Hampshire, they are talking about 50 degrees below zero. The governor of Maine has called a state of emergency because of the cold.
Fishermen have been forced to stay at home today because there's so much ice on the ocean. And across the region, from Vermont, New Hampshire and Massachusetts all the way down, they are urging consumers to cut back on energy because right now they are facing record usage of energy.
But given all of this and the concerns about the homeless -- advocates out last night getting them inside -- but given all of this, many New Englanders we've spoken to this morning just say you know what? It's just not a big deal.
(BEGIN VIDEO CLIP)
UNIDENTIFIED MALE: All right, stay inside. Absolutely just stay inside and bundle up when you need to go out.
UNIDENTIFIED FEMALE: We're lucky it's not Fargo. We could be in the Dakotas. Those guys are pretty seasoned. They're used to this. But just take it in stride.
UDOJI: Taking it in stride. Today they are most concerned, they're expecting temperatures in Massachusetts to range from -- or here in Boston, rather, to one degree to minus one in some other areas. As you mentioned, wind chill factors in the double digits, below zero. Big concerns again today and tomorrow. The worst of it tomorrow, hoping for a much warmer weekend. In Boston, they're talking about 25 degrees.
HEMMER: Wow. And they've got a football game there this weekend, too. Look at that temperature, minus 22 on that screen there.
Adoara, thanks.
Watch the exposed skin, quite vulnerable with this deal here.
UDOJI: I will.
