Aldouri Condemns U.N. Reaction to U.S.-British Attacks on Iraq

MOHAMMED ALDOURI, IRAQI AMBASSADOR TO THE U.N.: ... 2003, the SG, secretary-general, decided to withdraw all international staff working in Iraq, and has stopped violation (ph) of the responsibilities of the United Nations in four of the most important fields of its work: disarmament, peace-keeping, humanitarian work and the blackmail (ph).
The withdrawal of the United Nations, Iraq-Kuwait monitoring missions, UNIKOM, allowed the United States and Britain to use the demilitarized zone between Iraq and Kuwait as a passageway for their invading forces. The withdrawal of the Oil for Food program workers resulted in the preventing the program from providing essential humanitarian needs for the people of Iraq.
The withdrawal of the concerned U.N. agencies halted the work of these health and development agencies in Iraq. The withdrawal of UNMOVIC and IAEA inspectors halted the work of the two agencies, which was essential not only to complete verifying Iraq as free of weapons of mass destruction, but also to implement other requirements of Security Council resolutions connected with the completion of inspections, and atop (ph) as the lifting of the unjust embargo on Iraq.
The secretary-general, on 19 March, sorry, 2003 submitted a draft resolution to the Security Council, making amendments to the Oil for Food program, while in fact it is an American-British draft resolution aiming at: a)the cancellation of the Security Council Resolution 986 on 1991; b)The cancellation of the memorandum of understanding signed between Iraq and the United Nations on the 20th of May, 1996; c)the cancellation of the principles of the U.N. charter, and particularly the principle of equity and rights among people and the principle of equity and sovereignty between states, and the principle of respect of territorial integrity and independence of states and the principles of non-interference in the internal affairs of states; d)the draft resolution will transform the secretary-general of the United Nations into a high commissioner, dealing with Iraqi funds available in the Iraqi fund established from the sale of Iraqi oil and allocate some of those funds for activities not related to the humanitarian program, but to activities of political and intelligence nature. What draws regret and deploration is the fact that the secretary-general submitted this draft resolution on the same day the United States and Britain committed their corely (ph) colonial, barbaric attack on the people of Iraq on 19 March 2003.
It is a flagrant, material breach of the international law, the U.N. charter, and the Security Council resolutions relevant to Iraq, all of which, and besides, respect of Iraq's sovereignty, political independence, and territorial integrity. What also draws regret and deploration is that the secretary-general did not make any statement condemning or deploring this attack, and the secretary-general did not, in accordance with Article 99 of the charter, namely the submission of a letter to the Security Council, alerting that the attack threatens international peace and security with the gravest of dangers, and it threatens the fate and the future of the United Nations at the heart.
The American and British draft resolution carried with deep regret the signature of the secretary-general, which calls for the forfeiting of the role of the Iraqi state in implementing the memorandum of understanding, and is based on a despised, racist colonial illusion that moves the tyrant despots in Washington and London. And that is the removal of the state of Iraq from existence, and the transforming Iraq and the region into colonies under the control of the world, American, and Zionist oil mafia.
The government of the Republic of Iraq rejects the deplorable draft resolution submitted by the secretary-general of the United Nations on behalf of the governments of the United States and Britain and considers it a great insult to the United Nations and its secretary-general and a great disservice to the credibility of the international organization.
In conclusion, I would like to warn that the deep crisis facing the United Nations today, due to the American and British invasion of Iraq and the failure of the United Nations in keeping the collective peace system based on the principles of the charter, will deepen even further. Of the secretary-general of the United Nations did not take appropriate measures to follow, to the letter, the implementation of Article 100 of the charter, and specifically paragraph one of this article, which states, "The secretary-general and the staff shall not seek or receive instructions or from any other authority external to the organization."
