BRAD SMITH, CNN ANCHOR: President Trump says he plans to release the text of the U.S.-Iran agreement in a couple of days, but tensions are simmering over the secrecy surrounding the documents.
Right now, a suspect is in custody after a shooting at a Delaware hospital left one person dead. What we're learning this morning about the investigation.

Good morning, everyone. I'm Brad Smith. This is CNN HEADLINE EXPRESS. Glad that you're with us.
Let's get this started. World leaders are gathering now for the final day of the G7 summit, and they're saying that they support the memorandum of understanding between the U.S. and Iran. But the secrecy around it is raising concerns.
And CNN's Paula Hancocks joins us live from Abu Dhabi.
Paula, what is the latest that we know at this juncture?
PAULA HANCOCKS, CNN CORRESPONDENT: Brad, U.S. officials have been telling us that they are working to release this text quickly and they have also told us that it is incredibly vague in the sense that it doesn't specify exactly what will be done, for example, with the highly enriched uranium. But they say that there are back channels where this has seen commitments being made from Iran to the United States, but that is not what you will see in the text.
Now, we do understand also that they were trying to create what they say is a favorable environment to try and have this 60 days of more technical, more in-depth discussions with Iran. We also understand that the framework was put in this particular wording so that it would be able to be sold to the domestic audience by Tehran itself.
Now, there has been backlash as to why this text, which has been digitally agreed to and signed by both the U.S. and Iran, has not been released publicly yet, not at least by U.S. lawmakers who are calling for President Trump to release the text. We heard from the U.S. Vice President J.D. Vance saying that it was a request from Iran and mediating powers that there was a more sequenced rollout.
When it comes to the text itself we heard though from U.S. President Donald Trump that he is very keen for it to be in the public domain. We have heard the Canada's Prime Minister Mark Carney has seen the text. He spoke to CNN and said, that he called it a game changer and that he was very pleased.
Now we've also heard from the U.S. president when it comes to the next round of these discussions the next step once the formal signing happens on Friday, he believes that that will be, quote, "easier" -- Brad.

Well, later today, as the summit wraps, the president will travel to the Palace of Versailles for a dinner before heading back to the U.S. Our team is following the G7 closely, and we'll bring you the latest developments. Take you now to Wilmington, Delaware. That's where police say a suspect is now in custody after a deadly shooting at a hospital. It left one person dead and another injured.
The gunfire sent the hospital into lockdown, with employees forced to barricade themselves inside rooms. Authorities then rushed to track down the suspect after police say he ran from the hospital. The 23- year-old was eventually caught in Philadelphia.

SMITH: The shooting happened at Wilmington Hospital. It's about 30 miles from Philadelphia. The investigation is still very much underway.

And right now, it's still not clear what led up to the gunfire.
A dramatic rescue caught on camera after a plane crashes into a moving car on a highway in Texas. One person was tragically killed.

SMITH: Okay, so there you can see witnesses were seen trying to break a window to get passengers out of the burning aircraft, and police say that they received an emergency call from a flight tower last night after the small jet reported mechanical issues. A flight tracking website shows the plane making a smooth descent into Laredo Airport, but then the signal cuts out about two miles away from the runway. No word on the identities of those on board.
Another busy night of elections across America, with primaries and runoffs leading into the November midterms.

SMITH: A moment of celebration for House Republican Mike Collins, who CNN projects will take the Republican Senate nomination in Georgia. Collins had the backing of President Trump and, say -- saying that he's ready to defeat Democratic Senator Jon Ossoff later this year.

SMITTH: Collins beat former college football coach Derek Dooley with about 55 percent of the vote. And in Georgia's governor's race, CNN projects billionaire Rick Jackson will win the Republican nomination to run against Democrat and former Atlanta Mayor Keisha Lance Bottoms. Now moving to Minnesota, that's where more than a dozen people have
been arrested over the Trump administration's months-long immigration crackdown. Yesterday, protesters gathered outside the courthouse after prosecutors announced charges against 15 people. They are accused of violently interfering with immigration enforcement operations in Minneapolis.

SMITH: The top prosecutor in Minnesota says that the people charged had connections to groups tied to the far-left movement Antifa. The ICE operation in Minneapolis was controversial as two Americans, Renee Good and Alex Pretti, were shot and killed by federal agents during the crackdown. New court documents reveal disturbing details behind an alleged plot targeting the UFC event at the White House.
Federal investigators say that 19-year-old Tycen Proper of Ohio was part of an online extremist group, and his own parents alerted police after becoming concerned about his behavior. Authorities say that his phone showed chats that discussed using drones loaded with explosives to trigger panic, then positioning -- excuse me, positioning snipers and shooters to target politicians and other high-profile individuals as crowds evacuated.
According to the Justice Department, at least five people were involved in the alleged plot.
Security will be ramped up for tomorrow's New York Knicks championship parade. Officials preparing for massive crowds. Police say that everyone headed into the designated viewing areas will go through security screening, and every float and vehicle will be inspected. The city is also rolling out about a dozen, two dozen sanitation trucks to block off the side streets. Officials say that the security plan looks a lot like what they use for other big events just on a much bigger scale for the Knicks celebration.

This Louisiana neighborhood is underwater as heavy rains continue to pummel parts of the country. We've got the latest there and what you need to know.

SMITH: More torrential rain is on the way to the Gulf Coast, and we're waiting to see if Tropical Storm Arthur will form today. The Gulf states have been dealing with significant flooding for days now. Scenes like this as streets in The Woodlands, Texas, near Houston, completely disappeared under the rapidly rising water. Only the cars remain to tell you what really belongs here. At least two people in Texas have died this week.
This neighborhood in southeast Louisiana is already facing intense flooding even before a tropical storm warning was issued overnight. More than 26 million people across the south are under flood watches.

And over in southwest Mississippi, floodwaters, submerging streets, and even parts of Interstate 59 seen here from the overpass. A few places along the Gulf Coast could see up to 20 inches of rain through Thursday. And that's not the only extreme weather that our meteorologists are tracking this morning.
For more, let's bring in CNN's Derek Van Dam, who explains.

DEREK VAN DAM, CNN CORRESPONDENT: We're monitoring two major weather stories today. First, the potential of a severe weather outbreak across the lower Great Lakes and into the Midwest region, kind of targeting Illinois and Indiana. We'll talk about that in detail in just a moment.
Other big story is the flood threat that's ongoing across the Gulf States. This in particular throughout Louisiana into Mississippi, Alabama and eventually into Georgia, there is just so much moisture surging in. A lot of tropical infused moisture and that is going to eventually spread north and east through the rest of the week.
This means the atmosphere is primed for heavy rainfall and we could easily pick up three to six inches even locally higher amounts, especially where some of these persistent rain bands set up, especially near the coastline as well. Lots of rain extending into New Orleans, the I-10 corridor into Atlanta eventually.
This is a look at the rainfall accumulation right through Saturday, and you can see that swath of heavy rainfall expected. Localized flash flooding, certainly a possibility. The other major story is the severe weather outbreak expected later today. Look at that line of thunderstorms right around dinner time this evening, stretching just south of Chicago. We believe Peoria, those areas stretching towards Saint Louis.
This is the region where we anticipate the greatest risk of severe storms that advances eastward and targets the Ohio River Valley as we head into the overnight hours. In terms of temperatures, you can see a little bit too cool for severe weather standards, at least in Chicago, but just to the south, south of the front, we're talking about temperatures in the upper 80s and into the lower 90s. So a very warm and muggy day to the south.

Happening today, the Manhattan architect who lived a secret life as the Gilgo Beach serial killer is being sentenced. Rex Heuermann pleaded guilty in April to strangling eight women in a murder spree dating back to 1993. He's expected to be sentenced to life without the possibility of parole for the killings. Families of the victims will be able to speak ahead of the sentencing, and we're also expected to hear from Heuermann himself.
On Tuesday, Democratic House staffers visited the minimum-security prison camp in Texas, where Ghislaine Maxwell is serving a 20-year sentence. Last night on CNN, Congressman Robert Garcia, the top Democrat on the House Oversight Committee, talked about what they saw.

REP. ROBERT GARCIA (D-CA): We had team members here today from both the oversight and the judiciary committees, and I've been briefed by our entire team. I mean, really stunning what they have learned.
One, to be very clear, this facility is being described as a community college. Trees. There's fountains.
It's relaxed. People are walking around. They said it looks like a pristine park-like community college setting.
This is the least -- of the entire bureau of prison system, this facility is essentially the least restrictive for movement. It is a minimum security facility, what Ghislaine Maxwell is at.
And perhaps something that we didn't know before that might be the most interesting and damning at the same time is we asked the word in today about Ghislaine of being essentially a sexual predator, being a sex offender. He mentioned to us that she is the only, of the 600 plus women that are there, she is the only convicted sex offender at that facility. And he could not answer and does not know why she was actually moved there.
So the warden, no idea why she's there. And the team there admitted that she's the only convicted sexual offender there.
That is outrageous. This is a cover-up. And Todd Blanche should explain who directed the move and why she's in this facility.

SMITH: One question that a lot of people are asking right now, will Kamala Harris run for president again?
At the Austrian World Summit in Vienna, the former vice president spoke with CNN's Elex Michelson about whether she'd run again and what she believes the country is looking for.

ELEX MICHAELSON, CNN CORRESPONDENT (voice-over): Kamala Harris is clearly leaving open the possibility of running for president again.
HARRIS: The status quo is not working for a lot of people.
MICHAELSON (voice-over): I talked to her on stage at the Austrian World Summit next to Arnold Schwarzenegger. It's his annual climate conference. And I talked to her about this process that she's doing now, going around the country, talking to people about the possibility of running again.
HARRIS: And what the people are telling us is that they want things to be better.

And in some places, what that sounds like is we want that to be broken. But they don't actually necessarily mean break it through destruction.

SMITH: A passenger from the cruise ship at the center of a hantavirus outbreak says that she feels like a hostage. Angela Perryman was one of 18 U.S. passengers sent to the National Quarantine Unit in early May. HHS Secretary Robert F. Kennedy Jr. ordered her to remain there. Now, that decision overruled a CDC reviewer who said that she could finish her quarantine at home in Florida. The order means Perryman must stay in federal quarantine in Nebraska until June 21st.
Staying in the health matters, the Ebola outbreak in the Democratic Republic of Congo, it could be the worst ever. That is coming from an Africa CDC director general who says tens of thousands of sick people have not been traced. And he says if the outbreak is not controlled soon, it will be worse than the outbreak in West Africa that killed over 11,000 people a decade ago and the less deadly 2018 outbreak in the eastern part of the DRC.
