BRIAN ABEL, CNN ANCHOR: It is half past the hour. Let's check our top stories now.
A man is dead after another ICE involved shooting, this time in Maine. The victim has been identified as a 26-year-old Colombian native who is a husband and father. Like the shooting last week in Texas, he was not the target of the initial operation.
And the United States launching a third round of strikes on Iran overnight, targeting a wide area of the country. The president did inform Congress and called the actions limited. Central Command also revealed it used a new weapon for the first time, a one-way sea drone. It was used to target a submarine in an Iranian port.
And happening today, Supreme Court justices Elena Kagan and Amy Coney Barrett will be heading to Capitol Hill to testify before lawmakers. They'll be defending the court's annual budget and making the case for more security money. The judiciary is asking for tens of millions of dollars in funding, and it is the first time sitting justices have testified before lawmakers on the court's budget since 2019.
All right, let's turn back to that fatal ICE involved shooting in Biddeford, Maine. The victim has been identified as 26-year-old Colombian national Joan Sebastian Guerrero. An immigrants rights group says he was authorized to work in the U.S. and the warning some viewers may find video of the aftermath disturbing.
Senator Angus King of Maine says the Secretary of Homeland Security told him Guerrero was not the target of the immigration enforcement operation. DHS says, quote, ICE law enforcement attempted to conduct a vehicle stop. The vehicle attempted to flee the scene and fearing for public safety, an officer discharged his weapon.
We have more now from CNN's Jason Carroll and another warning, his report contains more disturbing video.
(BEGIN VIDEOTAPE) JASON CARROLL, CNN NATIONAL CORRESPONDENT (voice-over): State and federal authorities are investigating another ICE-involved shooting, this time in Biddeford, Maine. Maine Senator Angus King saying he spoke to DHS Secretary Markwayne Mullin, who shared that the victim of today's federal law enforcement shooting, identified as a 26-year-old Colombian man, was not the target of the warrant.
This, in contrast to an earlier conversation in which Senator King shared that Secretary Mullin told him the victim was the target.
Witnesses tell CNN shots rang out early Monday morning around 7:15.
LAURA PETERS, HEARD SHOOTING: I was getting my DoorDash and I thought I heard a car backfiring and asked the DoorDash driver if that was a car. He said, you didn't know. So we kind of went down to the corner and saw a bunch of vehicles pull up at the same time marked and unmarked.
EM AKERLEY, WITNESSED AFTERMATH OF SHOOTING: I heard a rapid fire of gunshots afterwards. I got up and went to the window and that's when I saw the little white car being driven in a circle, like it was circling the intersection with two officers pressed up against his driver's side door.
CARROLL (voice-over): Video from the scene shows officers hanging from the side of a white Kia sedan. And moments later, a second video shows agents and vests providing aid to a man on the ground.
The victim had work authorization in the United States and was issued a Social Security number, that according to the Maine Immigrants Rights Coalition. We are grieving, we are furious, and we will not allow his death to be treated as routine or inevitable, the organization said in a statement.
UNIDENTIFIED FEMALE: No one should be shot by ICE under circumstances like this. We have also heard that the individual's family was nearby and that a young child was there. A lethal killing is never justified, in my opinion, in a case like this, but we don't know exactly what went on. We don't know if the individual had a weapon. None of those things have been made clear to us. We've asked for a thorough investigation.
CARROLL (voice-over): According to the Maine attorney general, the man was attempting to flee in a vehicle in the direction of the officer before he was shot.
This comes just days after another fatal case in Houston, where officials say an ICE agent shot and killed a 52-year-old Mexican national. Both shootings have sparked protests and calls for accountability across the country, with many questioning ICE's tactics during traffic stops.

[05:35:07] ABEL: We are following new details in the war with Iran. The US says it will reinstate a naval blockade on Iranian ports beginning at 4:00 p.m. Eastern today. The president also suggested the U.S. could charge a 20 percent protection fee for tankers passing through the Strait of Hormuz, saying the U.S. should be repaid for its efforts to keep tankers safe.

DONALD TRUMP, PRESIDENT OF THE UNITED STATES: I want to be reimbursed because we're protecting a very rich portion of the world. We're spending money. And so what we've done is we are going to be reimbursed for protection. We're protecting by the countries that we're helping.
For instance, you look at the five countries, you have Saudi Arabia, you have UAE, you have Qatar or Qatar, as I always say, you have Qatar, Bahrain. And by the way, you have others. You have Kuwait and you have others and they will do very well. But we think it's appropriate that we don't need them.

ABEL: And Trump's comments set oil prices higher on Monday. Both Brent crude and U.S. oil hit their highest levels in a month. Russia launched a missile attack on Kyiv Monday, just hours after a group of European nations announced an air defense coalition with Ukraine. It includes plans to build shared ballistic missile defense capabilities. There were no casualties reported in the Russian strikes.
And back in the US, a White House official says President Trump will support a bipartisan Russia sanctions package that was championed by the late Senator Lindsey Graham, that package would clear the way to impose tariffs on imports from nations that buy Russian oil and natural gas in an effort to further weaken Moscow amid the war with Ukraine.
The family of Nolan Wells is pleading for answers as witnesses come forward with new details about his final moments. It's been a week now since his parents learned the tragic news. Their 18-year-old son was never coming home. Wells Was found off a Mississippi island where he and his friends took a boat trip on the 4th of July. One of those friends says that he met a girl and decided to stay behind.

TRACESTIN SHEPHERD, FRIEND OF NOLAN WELLS: They met that day and it was kind of, it's kind of one of those things. He did come off that day that he really did like her, but that was the only time they ever hung out was at Horn Island on July 4th.

ABEL: The Jackson County Sheriff told a local newspaper that the family, quote, deserves a thorough and factual investigation, and that's exactly what they are going to get. One particular sticking point is a now viral video of an altercation
on the shore that police are looking into, despite one of Nolan's friends saying that Wells wasn't involved. His mother and attorney Ben Crump spoke with CNN's Laura Coates last night.

CHRISTINE WONSLEY, MOTHER OF NOLAN WELLS: I know my child well, especially with the way he moves, the things he does. And if he has a phone out all the time at home, he's definitely going to have a phone out whenever he's out and he's, you know, doing things with his friends. So that was just really hard to believe that there was nothing there.
BEN CRUMP, ATTORNEY: And there's so much coming out. I mean, things that happened the night before, the things that happened that day, we're finding out and it's, it's really concerning some of the things that they're telling us, and we understand there were multiple videos of altercations that they're telling us about, Laura. So it's going to come out one way or the other. We will get the truth.

ABEL: And we are still waiting for the results of that autopsy that the family is having done on their own. Apart from the law enforcement investigation, their attorney says it is being paid for by former NFL star and activist Colin Kaepernick.
Well, Pennsylvania Avenue in front of the White House turned into pit lane yesterday. Look at this, President Trump welcoming three IndyCar drivers ahead of next month's Freedom 250 Grand Prix. The free race is expected to draw a quarter of a million people on the streets of Washington, D.C.
Norway may be out of the World Cup, but the world still can't get enough of their star striker Erling Haaland. Check this out. He returned home to Oslo with an unusual souvenir to remind him of his time in the US. A taxidermied raccoon holding a whiskey bottle. Haaland bought it from a store in Dallas for 750 bucks. He joked it followed me home in a post on social media.
Meantime, the World Cup semifinals kick off this afternoon with a blockbuster showdown between two of the pre-tournament favorites.
CNN's Don Riddell gives us a preview of Spain versus France.

DON RIDDELL, CNN SPORTS ANCHOR: We're looking forward to an absolutely monumental World Cup semi-final match here in Dallas between Spain and France. And whatever happens in that game, the Spanish team has already been celebrating, marking not just one, but two birthdays within their squad on Monday.
Victor Munoz, one, the other, the remarkable Lamine Yamal, who would you believe is only just 19, and what he has already achieved in this game is quite remarkable. He's already played 13 matches in major tournaments. He's already a European champion with Spain. He's already won three La Liga titles with Barcelona, and he's already a runner-up in the Ballon d'Or.
Spain entered this competition as pre-tournament favorites. They've barely put a foot wrong. They've only conceded one goal. They're riding high on a remarkable 36-match unbeaten streak in competitive games.
And whatever happens on Tuesday afternoon, they all know they're going to be a part of something pretty special.
ALEX BAENA, MIDFIELDER, SPANISH NATIONAL TEAM (through translator): We're really looking forward to the referee blowing the opening whistle. I don't think either they or we are afraid. It's a matter of respect for one of the best national teams in the tournament and in the world. And, well, we hope it will be a very, very tight match that will be decided by small details.
RIDDELL: Maybe they should be a little bit afraid because what France are doing in this competition is absolutely remarkable. They've set the place on fire, scoring 16 goals. They're just irresistible going forward with this kind of three-headed monster of Kylian Mbappe, Ousmane Dembele, and Michael Olise, the three of them just present so many extraordinary attacking threats, whether it's goals or assists.
And, you know, the French are pretty hard to beat as well. They've won every game in 90 minutes. They're the only team that can say that. And they've only conceded two goals and none in the knockout stage.
So I mean, they are arriving at this stage of the tournament absolutely on fire. As if they needed any more motivation, they have it thanks to their coach, Didier Deschamps, who's going to be stepping down at the end of this tournament. He had to step away during the competition to attend the funeral of his mother back home, just absolutely devastating for him. It seems to have brought himself and the players even closer together.
So it's just so hard to pick any faults in the French team, but the same is true of the Spanish team. And this has been described as the final before the final. We could easily see this being the title match. It's going to be the semi. Unfortunately, one has to go out, but it should be a magnificent occasion.

Time for Buzz Express. The stories that have people talking and a lot of people are talking about "Love Island". The latest season had just wrapped and all the social media directors have been having a little bit of fun with it all. You may have seen some of the ads. One of the favorite cast members for companies seems to be Melanie, and all the drama with Sincere. Buffalo Wild Wings says it will give her a lifetime supply of wings if she leaves him. The caption says, "Stay strong queen and even space camp got in on this with a message to Melanie saying leave that man and come explore a new connection with space camp." Barbie is calling this post Friendship Island, saying the two dolls are the perfect match. The Julia to her child, the bottomless to her breadsticks.
And here's something else you may see if you're familiar with Kenzie. She loves to do splits, so you have care bears and Wendy's spoofing that. Wendy's caption this, "When I ask you if you want to split a meal. This is what I mean."
And of course, the M&M's are here living their best life at the Villa in Casa Amor. If you know, you know. At least I'm told you.
We are getting new information now about what led to chaos outside a Jay-Z concert in New York. Thousands of fans were left waiting after a group without tickets breached security, forcing a temporary lockdown. And you can see here the massive crowd outside of Yankee Stadium. The New York Fire Department told CNN that it responded to several medical calls outside the stadium. At least six people were treated for minor injuries, but some fans were understanding of the situation.

UNIDENTIFIED FEMALE: And he wanted to make sure that that everybody was safe. Yes.

ABEL: And Jay-Z eventually did take the stage just after midnight for the final show of his three night run.
Well, Madonna is back at number one. Her new album, "Confessions 2," debuting at the top of the Billboard 200 chart. It's her 10th album to come in at number one. Madonna is the first performer with a number one album in this decade -- excuse me -- who's also topped the chart in three other decades.

ABEL: Let's go around the globe to see what's making headlines.
Starting in France, a massive wildfire is spreading across the forest just south of Paris. It's one of several fires to ignite as a brutal and deadly heat wave sweeps across Europe. More than three square miles of the forest have already been burned, planes have been scooping up water from the River Seine to try and get the flames under control.
And in Italy, the military jumping in to help a driver after a car plunged into the sea over the weekend. The Defense Ministry says the service members were on an official visit when they saw what happened. That's when they jumped into action and rescued that driver.
Bastille Day celebrations underway in France. People lining the streets to see the military march in the fly pass, including both French and allied European aircrafts, some carrying Ukrainian co- pilots. President Emmanuel Macron is there to reside over France's annual Bastille Day military parade. Ahead of the events, Macron told allies on Monday that France and Europe have come a long way in strengthening their defense capabilities. Ukrainian President Volodymyr Zelenskyy arrived and greeted other leaders there as well.
In China, pets and babies are hugging winter melons to beat the summer heats, and many believe the winter melons high thermal mass helps absorb body heat, acting as a natural cooling pack.

MIKE VALERIO, CNN CORRESPONDENT (voice-over): Babies, cats, and dogs across China have all found the same way to beat the summer heat. They're hugging giant winter melon. So naturally --

VALERIO: Oh, come on, guys, come on.
VALERIO (voice-over): To see if they want two of their own winter melons. They're very excited.

So here's the science behind it. Winter melons are packed with water, and that gives them a higher thermal mass. They stay cooler than the surrounding air for hours, absorbing body heat before they gradually warm up.
It's kind of like a natural cooling pack. It's an old folk practice with roots in hot, humid southern China.
I guess they're not into the winter melon.
Whether they cuddle it or completely reject it, summer's hottest accessory just might be a melon.

ABEL: In today's Money Express, oil prices went spiking on Monday following President Trump's comments that the U.S. could charge a 20 percent protection fee for safe passage through the Strait of Hormuz.
Maribel Aber's joining us from the NASDAQ market site this morning with more details.
Hey, Maribel.
MARIBEL ABER, CNN CORRESPONDENT: Hey Brian.
So, oil prices surge overnight as military strikes continue in the Persian Gulf, reigniting supply concerns. Our Brent crude is now around $85 a barrel, while West Texas Intermediate topped $80. The national average for a gallon of unleaded dipped a penny to $3.86, according to AAA.
So many analysts say prices could start moving higher amid a proposed U.S. toll on vessels and renewed blockade in the region. Meta's Hyperion Data Center project in rural Louisiana is doubling in size and and cost. The company's Richland Parish site is expected to generate five gigawatts of power and cost more than $50 billion. That's up from the original two gigawatts and $27 billion last fall. That helped shoulder some of the costs.
Louisiana is giving Meta a 20-year sales tax exemption. Meta says the expansion is needed to meet future demand for artificial intelligence. And Olive Garden is bringing back its popular never-ending pasta pass after six years at the same $100 price. The pass holders get 13 weeks of select unlimited pasta bowl meals with toppings, plus unlimited soup or salad and breadsticks. And, Brian, only 10,000 passes will be available when the sale begins online, and that's this Thursday, July 16, at 2:00 p.m. Eastern on Olive Garden's website.
Brian, get ready for the cardio day. The carbs are coming.

Maribel Aber, thank you. All right, let's get a check of what is happening across the country
now. Starting in New Jersey, that's where a car exploded in the middle of a neighborhood. Fire officials say it happened as a man was starting his car. Pieces of it were found on neighbors lawns and the driver is said to be a welder and officials think a tank full of highly flammable gas was leaking and exploded in the trunk. The man was able to walk away, but he went to a hospital.
In North Carolina, a woman is in critical condition after being shot Monday outside a courthouse. Authorities there's believe that 19-year- old was shot in retaliation for a shooting in June that killed a 16- year-old. She's charged as an accessory after the fact in that case. Police say surveillance video shows a 21-year-old suspect waiting on a bench outside the courthouse before approaching the victim. Witnesses reported hearing as many as eight gunshots.
Officials say the suspected gunman exchanged gunfire with a deputy and a police officer as he tried to flee the courthouse. Both officials receiving minor injuries. The suspect is in custody, facing several charges, including attempted first degree murder.
In New Hampshire, a man proposed to his girlfriend while she was lying on a stretcher. They were out hiking when the woman hurt her leg and couldn't walk. So the boyfriend got on one knee while she was being rescued and asked her to marry him. Some good news out of this situation. She said yes.
